The role will suit someone who has the motivation and ability to lead and manage a large complex clinic team balancing the clinical, educational and commercial aspects of a teaching practice that offers the full suite of Primary Eye Care (WGOS) services and spectacle and contact lens dispensing. Job Purpose To be responsible for the effective, efficient and quality driven management of the School’s Eye Care Centre, and to be professionally accountable to the College of Biomedical and Life Sciences. To lead and be responsible for the professional services team that support the Eye Care Centre, ensuring that the School’s academic, professional service community and external stakeholders are supported in your contribution to the College/School’s strategic plans. Key Duties People Management and Delivery of effective Professional Services Support To lead and manage the School’s Eye Care Centre professional services’ team, managing performance, induction and developing and promoting a vision and strategy for the team, setting and regularly reviewing standards of service delivery (in line with NHS requirements for safety and quality) and engendering within the team a commitment to delivering high quality services, outstanding customer service, and a culture of continuous improvement and collaborative working. To have delegated responsibility for the implementation and continuous review of processes and procedures that support the effective and efficient delivery of teaching within the Eye Care Centre and meet the needs of students, clinical and academic staff, the NHS and external stakeholders. To be responsible to the Head of School and School Manager for ensuring that all services that support the Eye Care Centre are delivered effectively, including NHS contractual and NHS clinical governance, curricula/student administration, finance, HR, recruitment, marketing, communications, estates and IT support. To inform service delivery development leads for these areas, providing feedback to the service leads and instructing remedial action, when required. Leading on and supporting all aspects of management change processes and team development as required through implementation of key projects to achieve improved outcomes To manage complex or sensitive issues demonstrating strong communication, problem solving, negotiation, persuasion, and influencing skills. To provide general administrative/dispensing support to the Eye Care Centre, when necessary (training will be provided). Financial Resources In consultation with the School Manager and/or Finance Manager, to manage and develop the financial resources of the Eye Care Centre for strategic and operational planning purposes. This includes overseeing the annual budget preparation and preparing longer-term forecasts and scenario plans that meet the requirements of revenue growth, management of costs and development and review of key performance indicators. To be responsible for establishing and monitoring monthly reports of patient activity against projected financial plans. Engagement To establish working relationships with key contacts to help improve service levels, developing appropriate communication links with the University’s Schools/Directorates and outside bodies, such as clinical leads, NHS Primary and Secondary Care teams and HEIW, as required. To develop effective partnerships with external stakeholders, and strong working relationships with all relevant partner organisations e.g. NHS partners, business partners, and government departments (whether they be local, national or international). To participate in such University and external networks and forums as may be relevant to the role, under the guidance of the Head of School/School Manager. Project Management To gather and analyse data to inform decisions, establishing trends and patterns in data and creating reports, as appropriate. To lead on and support all aspects of management change processes and team development as required through implementation of key projects to achieve improved outcomes. Please see additional information section for further duties Governance and Compliance To hold shared responsibility as a Contract Holder of the eye care centre and ensure the delivery of the Eye Care Centre service level agreements and contracts, adapting these according to changes in workload and customer requirements. In consultation with the Clinical Lead, Head of School and/or School Manager to ensure that robust policies and processes are in place in all areas of clinic management within the Eye Care Centre, ensuring compliance with NHS requirements for optometric care and patient safety. To oversee NHS and/or University audits of a non-clinical nature. Planning To proactively contribute to the development of strategy, financial plans, targets, cost improvements and standardisation of services. To contribute to the long-term strategic planning and management of the Eye Care Centre interpreting School strategy into work priorities and setting the standards for the Centre. To contribute to the development of School initiatives that have a University-wide impact. To be responsible for developing and implementing new patient pathways to deliver a sustainable service model. To regularly monitor and review plans and adjust for changes in local need and in response to local, national and global demands. Essential Criteria Qualifications and Education Degree/NVQ 4 or equivalent professional membership/experience. Knowledge, Skills and Experience Substantial experience of managing an NHS service or optometry practice consisting of one or more teams. Specialist knowledge of appropriate administrative and governance systems and processes involved in delivering patient care. Ability to plan and prioritise own work, to ensure effective support to all areas and delivery of key objectives. Experience of providing effective, professional, managerial leadership/support and co-ordination to staff, as appropriate. Ability to provide effective personal leadership to promote good morale, motivation and corporate responsibility within the team. Customer Service, Communication and Team Working Ability to communicate detailed and complex information effectively and professionally to a wide range of people. Experience of managing several teams, balancing multiple objectives and priorities. Experience of dealing with performance and welfare issues. Evidence of ability to explore customers’ needs and adapt the service accordingly to ensure a quality service is delivered. Planning, Analysis and Problem solving Proven experience in dealing with diverse and challenging problems, including researching issues and creating new solutions where no prior precedent exists. Evidence of ability to plan the work of a section over a year plus timescales, reacting to changes in workload and/or strategic direction of the School/organisation. Desirable Criteria Member of the Association of British Dispensing Opticians and General Optical Council. Experience of working in a Higher Education environment. Fluency in Welsh, written and oral.
