An exciting opportunity has arisen for an ambitious enthusiastic individual to work in the Procurement & Supplies Department within North Tees & Hartlepool Solutions and join a rapidly expanding and constantly developing function.
The post holder will be responsible for managing the full end to end complex and high value procurement projects including drafting tender documentation, contract documentation and the raising of purchase orders.
Main duties of the job
1. Use appropriate methods of evaluation to ensure value for money is achieved.
2. Financial responsibility for these projects including contract management and on-going achievement of value for money.
3. Be fully conversant with the SFI's, SO, for North Tees & Hartlepool Solutions LLP and any other Client we provide a service to along with any relevant legislation, policies, procedures.
4. Supervise a small team including appraisals, recruitment selection, sickness management, and training and work allocation.
5. Inform and influence both procurement staff and stakeholders on the status/priority of category work plans.
6. Provide a professional procurement service to the Client contributing to the development and achievement of the Business plan.
7. Support the Contract and Processing Manager on procurement issues.

Job responsibilities
1. Manage the full end to end procurement process, including complex tenders.
2. Provide specialist advice to those working within specific projects.
3. Support the delivery and development of improved performance in relation to effective inventory levels.
4. Monitor contracts after award including regular contract management meetings.
5. Lead procurement initiatives on behalf of other organisations within the UK.
6. Lead and manage a small team including recruitment, appraisals, sickness management, training and work allocation.
7. Assist in the identification and achievement of cash releasing savings.
8. Provide monthly updates on the workplan for each division.
9. Develop and promote effective working relationships with stakeholders.
10. Analyse complex information from various sources to identify areas for improvement.
11. Evaluate and organise information that supports the measurement of business performance.
12. Maintain and ensure accuracy of catalogues.
13. Contribute to the development of complex project plans for procurement projects.
Person Specification
Qualifications
* Member of the Chartered Institute of Purchase & Supply or equivalent experience.
* Degree qualification, or equivalent experience and academic ability.
* Qualification in Project Management (PRINCE2 foundation) or equivalent.
* Qualification in Project Management (PRINCE2 Practitioner) or equivalent.
* Evidence of continued professional development.
Experience
* Previous work experience in a contracting function.
* Proven ability to establish and enhance effective working relationships with stakeholders.
* Use of computerised e-procurement & ordering systems.
* Ability to analyse complex information and spend data.
* Extensive knowledge of best practice, benchmarking and performance measurement techniques.
* Considerable experience of EU procurement procedures.
* Extensive experience of contracting function.
* Knowledge of business planning principles.
* Working knowledge of quality systems and procedures.
