Role overview: Responsible for the delivery of a portfolio of Hill Residential land lead projects including procurement of satisfactory detailed planning consents to ensure programme delivery to operational team in line with the emerging business plan. Responsible for the legal, technical and planning due diligence required by Land team in portfolio of projects. Role Scope: All development projects that are allocated to the position Budget management is project dependant Key Internal/External Relationships: Internal: Land & Strategic Projects Manager, Development Manager, Estimator, Technical Coordinator, Training Manager, Planning Manager, Architectural Designers, Development Director, Business Development Director External: Estate Agents, Local Authorities Key Results Areas: 1. Delivery Establish and get approval for the key date programme for the whole life of the project Assist with the legal and planning process (and associated fee budget) on schemes acquired without planning allocation or outline planning consent Assist in managing the Technical/ Legal/Planning constraints associated with potential land acquisitions Provide assistance in setting, managing and reporting on individual planning programmes and strategies, and ensuring that projects progress in a timely manner and to suit the agreed business plan Coordinate external consultants to ensure all necessary planning/supporting information is provided to suit the agreed programme and to the appropriate standard To ensure that the company is represented professionally at any meetings with external stakeholders, planning authorities, land holders or potential clients Ensure that any reports produced internally or by consultants are accurate and clearly present the information required Ensure that all reports and appraisals are legible and written in clear understandable English appropriate to the target audience 2. Quality & Compliance Ensure that a current Health and Safety Audit exists on all sites where the Company has a legal responsibility which may yet be in HPL control Have a general knowledge and understanding of Health and Safety Legislation, and in particular Company Health and Safety policies and procedures, and be conversant in the Client and Designer roles and responsibilities in relation to the CDM Regulations Ensure that Hill Residential procedures are followed Ensure that appropriate design standards are met, and champion good sustainable design on all projects Ensure scheme layouts and designs reflect the ambitions of Hill Residential and that affordable housing disposals contain sufficient provisions to ensure the successful long term management of Hill Residential schemes Ensure quality and accurate information populates all financial appraisals and check the quality and accuracy of commercial and technical information produced by the project team Ensure all appraisals and sensitivity testings highlight the potential risks and opportunities of potential acquisitions and are accurate in regard to the parameters stated Process the technical and legal due diligence associated with the land acquisition process 3. Collaboration Able to communicate effectively with internal and external project team members Able to communicate effectively with a wide range of stakeholders Be a key team player. Liaise with colleagues and external consultants to ensure all necessary planning / supporting information is provided to meet the agreed programmes. 4. Financial Assist in preparation of project budgets for the promotion for all assigned projects Take responsibility for consultant team fee budgets and key date programmes on schemes pre-planning Prepare detailed cash flow viabilities based on agreed parameters and update the appraisals at key commitment dates (acquisition/ planning/ handover) 5. People To motivate, control/set targets, and appraise performance to ensure all personnel are working individually and as a team to effectively achieve the build programme To deal effectively with any poor standards appropriately, whether internal or external personnel, to ensure site is functioning efficiently, to the agreed programme, safely and to budget To work in partnership with other departments and proactively drive communication and problem solving with them so you can achieve plan, using clear communication showing leadership and taking ownership of issues Success Measures: Work with the land team in the identification, appraisal and acquisition of short and medium term land opportunities. Assist with the management of the company’s strategic land portfolio. Assist in setting, managing, and reporting on individual planning programmes. Assist with the planning process on schemes acquired without a planning allocation or outline planning permission. Ensure projects progress as planned Demonstrates the Hill ethos and attitude to development. Communicates effectively with all stakeholders Effectively reports on individual planning programmes Skills, Experience and Attributes: Recently qualified Land Management Degree or RPTI Accredited Planning Degree. Member of or working towards full membership of the RPTI or RICS. Display a good general level of Health & Safety awareness Good understanding of Quality Management system (ISO9001) Specification decision making Strong communication skills Must have experience of working to deadlines Ability to work collaboratively and build good working relationships
