The Opportunity
A great opportunity has arisen for an individual to join Castle Point BC on a permanent basis as an Enforcement & Education Office – Environment. This role plays a key role in maintaining a clean, safe, and sustainable environment by enforcing relevant legislation and promoting public awareness.
The postholder is responsible for undertaking enforcement and education initiatives across a broad range of environmental issues, including household refuse and recycling, fly-tipping, littering, responsible dog ownership, abandoned vehicles, fly-posting, graffiti, and trade waste disposal.
The role involves conducting patrols in known environmental crime hotspots, investigating offences, issuing Fixed Penalty Notices (FPNs), preparing legal documentation, and attending court as necessary. The officer will also be responsible for managing remote CCTV surveillance for environmental enforcement purposes, ensuring compliance with relevant laws such as the Regulation of Investigatory Powers Act 2000 and the Police and Criminal Evidence Act 1984.
Engagement with the public, businesses, and partner agencies is a key aspect of the role, promoting responsible environmental practices and resolving enforcement-related issues.
Accountabilities
1. To undertake enforcement and education initiatives in respect of a broad range of environmental issues, including but not limited to:
2. Household Refuse and Recycling Collections
3. The dumping and disposal of fly tipped waste and litter
4. Responsible dog ownership
5. Abandoned Vehicles
6. Fly Posting and Graffiti
7. The disposal of Trade Waste
8. Any other offence for which a Fixed Penalty Notice or Penalty Charge Notice can be served.
9. To issue Fixed Penalty Notices, undertake interviews of those suspected of committing offences, prepare witness statements, Court Papers and attend court as necessary to discharge the Council’s responsibilities having regard to the requirements of the Regulation of Investigatory Powers Act 2000, Police and Criminal Evidence Act 1984 and other relevant legislation
10. To undertake targeted patrols of known Environmental Crime Hot Spots and to be a general presence throughout the Borough
11. To be responsible for the Environment Teams remote CCTV, including its placement, monitoring and download of images
12. To liaise with the General Public and other agencies to resolve day to day enforcement and educational issues
13. To attend meetings as required
14. To ensure accurate and comprehensive records are kept and to provide statutory returns and report on performance as required
15. To keep abreast of all relevant and new legislation
The Experience You Will Bring
16. E xperience in undertaking enforcement & education in respect of environmental crime
17. Strong interpersonal and negotiation skills
18. Pragmatic approach to problem solving and conflict resolution
19. Need to be flexible in working hours as evenings and weekend working will be necessary from time to time to meet the needs of the service
20. Current full driving licence and access to a vehicle as there is a requirement to travel within the area
