The NMBC is responsible for all aspects of Procurement, Supply Chain and wider Commercial support covering a range of Acute, Mental Health, Community, Pathology Networks, GP Practices and Commissioning Support Units across the Staffordshire and Stoke-on-Trent, Black Country, Shropshire and South Cheshire Integrated Care System (ICS’s).
With almost 200 staff, 55,000 customers and managing a total non-pay spend portfolio of over £1.2b per annum the NMBC is one of the largest and influential Group Procurement Organisations (GPO’s) in the NHS.
This post sits in the Strategic Procurement team and is based at the Royal Stoke University Hospital site (University Hospitals of North Midlands), Newcastle Roads, Staffordshire ST4 6QG, reporting to the Head of Procurement - Strategic Sourcing and Special Projects, within the NMBC.
Main duties of the job
The role is directly responsible for managing a portfolio of primarily Pharmacy contracts and all special projects for the NMBC. Reporting in to the Head of Procurement, the Senior Strategic Procurement Manager - Special Projects will be a vital member of the NMBC Senior Management team.
Managerially it is responsible for managing, supporting and guiding the work of 3 staff based at the Royal Stoke site, each with their own contract portfolios, primarily non-Medical, Estates and Facilities based.
Directly managing a portfolio of pharmaceutical contracts and key projects for multiple Trusts, another function is the effective management, support and direction of a team of 3 staff, each responsible for the procurement of all requirements and contracts (over £20k) for the Estates & Facilities Division and Central Functions Division at UHNM.
This is a demanding role, integral in supporting the delivery of strategic objectives of all Trusts represented, exploring and delivering collaborative medical and clinical opportunities with other Trusts in the group, and to contribute to savings targets.
The role will support the local Procurement strategy, maximize value for money, minimizing operational/commercial risk and ensure compliance with UK Procurement Law and the Trust's Standing Financial Instructions, taking the lead on pharmaceutical procurements and specific projects on behalf of the Group Deputy Director of Procurement & Head of Procurement, deputizing as required.

Qualifications
* Member of the CIPS (Chartered Institute of Purchasing and Supply Level 6 or a BSC in Business/Procurement related subject or Significant relevant senior Suppliers and Procurement experience and working towards full CIPS qualification.
* Evidence of ongoing professional training and a consistent personal development history.
Experience of Management of a Strategic Procurement Team
* Delivery of objectives and evidence/experience of appropriate team support, direction and prioritisation (ideally within public sector).
* Significant relevant senior Suppliers and Procurement experience.
Knowledge, Skills, Training and Experience
* A good understanding and experience of strategic sourcing. Experience of providing Procurement Advice. Detailed and up to date knowledge of EU / UK procurement directives and legislation.
* Experience in Leading Complex Procurements. Experience of working with multiple stakeholders. Evaluation and management of clinical and non-clinical equipment selection processes.
* Excellent negotiation and financial adjudication skills required to manage complex high value contracts. Ability to solve complex problems in an innovative way. Able to work independently with little supervision. Ability to analyse complex information, interpret and/or present in a clear, comprehensive format for the clinical and project team.
* Able to communicate, to lead and develop and manage staff. Contract and supplier management experience. Project management and leadership skills, with the ability to use own initiative and work under pressure.
* Experience of eTendering Systems. Identifying and Proven track record in achieving significant cash releasing savings.
Personal Qualities
* Ability to influence senior members of staff, and gain credibility, in a clinical and management environment.
* Demonstrate tact and diplomacy as well as an ability to be assertive when required. Highly self-motivated. Able to handle a multi-item agenda.
