Wood is recruiting for a Permit Issuing Authority on a contract basis working outside IR35 for a minimum of 6 months to support on a key construction project within the Systems Integration team.
This role is site based, located at Kirriemuir, Angus, Scotland.
Please note applicants must be able to pass HMG Baseline Personnel Security Standard (BPSS) check.
The Role
The Permit Issuing Authority will work closely with the on-site operations teams, across HSSE and construction to provide execution of the HSSE function as a Permit Issuing Authority during the Construction / Pre-Commissioning / Commissioning on the Kirriemuir Facility, Compressor Station Upgrade.
This is an ideal opportunity for an individual with experience working on medium to large scale EPC/ EPCM projects within the Oil & Gas/Petrochemical/Process industry who has the ability to coordinate the activities of the construction team and assigned contractors and engineers within their assigned areas.
Responsibilities
The key objectives for this role are:
* Familiarity with Construction (Design and Management) Regulations 2015
* Ensure all activities are conducted in accordance with Health and Safety at Work etc Act 1974
* Accept client access permit daily during outage
* Gas test CDM areas if/when required
* Issue isolation certificates that had been implemented by Wood Engineers after client had isolated and issued certificates
* Setup and manage SOW permit system
* Issue daily permits for CDM areas and carry out permit audits and safety audits
* In accordance with CDM regulations provide Pre-Construction support to the project
* To ensure that all Project/Company HSE goals are achieved and where possible exceeded
* Input to schedule development, defining execution risks in general, and critical path specific risks during shutdown
* Work closely with Operations Team during the introduction of the Operational Control of Work System to ensure safe and controlled transition from the Construction/Commissioning PTW system to the Operational Control of Work System
* Maintain primary contact and a good working relationship with all project construction, commissioning, operations, contractor, and vendor personnel
* Familiarity with the HAZCON process and constructability reviews
* Review and coordination of construction activities including Management of Lifting Operations and compliance to Lifting Operations and Lifting Equipment Regulations 1998 (LOLER)
* Interface with project construction, commissioning, operations, contractor, and vendor personnel.
* Review of Method Statements and Risk Assessments
* Participation in the daily coordination meetings, weekly progress (and other ad-hoc) meetings as required to ensure effective communications
* Working to the Wood Ethics and Compliance rules, Sustainability goals and reporting any and all deviations.

Expected
* Educated to NEBOSH General Certificate (or equivalent) is preferred
* Ability to deliver documentation that is technically correct to the required standard and schedule
* Demonstrable experience in a similar role with experience of working within a process plant or petrochemical facility
* Knowledge & application of ISO 45001 Occupational Health and Safety Management (OHSAS 18001) & ISO 14001 principles
* GAS testing qualification
* SOW electronic system experience
* Experience in Brownfield upgrades / replacement instrumentation and control projects
* Able to operate in an integrated team environment supporting and leading others with a desire and ability to build trust and respect throughout the team
* Strong leadership and communication skills.
Desirable
* Compressor Station/Metering experience is advantageous
* Well organised and have a keen eye for detail.
