POSITION SUMMARY:
The Manager of Engineering is responsible to the Director of Engineering to oversee the daily activities of the Facilities Engineering Department personnel and all functions relating to utilities & utility equipment management, facilities, buildings, grounds, clinical engineering, utilities, and related equipment systems. The majority of the day-to-day oversight will be over Rockville General Hospital and Woodlake at Tolland facilities but will also help with other projects throughout the network based on review and oversight of the director.
EDUCATION/CERTIFICATION:
Must have a High School Diploma or GED equivalent: CHFM Certification or Bachelor's degree in a related field.
Licensed in plumbing, electrical, or HVAC or have a Professional Engineering Degree.
A Connecticut driver’s license is also required.
EXPERIENCE:
Must have at least three (3) years direct experience in either engineering and/or facility management in the healthcare field.
Familiarity with building maintenance techniques, equipment, and operation of various systems, including plumbing, HVAC, electrical, and structural.
Computer literacy is required.
COMPETENCIES:
Must be familiar with applicable codes, have the ability to apply principles of personnel management in the workplace, and be fluently familiar with preventive maintenance management systems.
Must possess and maintain a valid driver’s license (appropriate as outlined in the Eastern Connecticut Health Network’s Environment of Care Safety Policies and Procedures #110), maintain a driving record free of any violations, and pass a safe driving educational program upon hire and annually thereafter.

1. Plans, supervises, coordinates, and directs the work of all Supervisors within the department in accordance with Human Resource Policies including evaluations, hiring, discipline, and communications.
2. Manages a comprehensive program of Preventative Maintenance to include equipment, systems, and the building envelope as well as ensuring all of the regulatory requirements are in place and documented.
3. Ensures estimates for labor and material for Hospital projects are completed within negotiated time frames and leads the projects with the team as identified by the Director.
4. Coordinates project activities with vendor, contractor’s in-house trades personnel, Planning, Engineering, and clinical staff to minimize impact on patient care services.
5. Develops and manages record keeping systems for the maintenance and repairs of Hospital equipment and systems.
6. Ensures the proper operation of the Hospital Utility systems and associated backup systems as evidenced by reliable utility system operation and operable backup system used when main utility systems fail.
7. Implements safety precautions and policies required by Hospital policy and OSHA.
8. Assesses the Hospital environment for safety hazards and initiates corrective procedures. Complies with safety policies including; Fire plan, code response, SDS, Utility Management Plans, LOTO, conference space, fall protection, ceiling permits.
9. Responsible for the development and maintenance of a record keeping and reporting system in compliance with OSHA, JCAHO, and State and Federal organizations.
10. Works in conjunction with QI/safety departments in corrective action for all EOC deficiencies reported by Regulatory Organizations within the time frame following final report.
11. Participates in the planning stage for Hospital projects and programs by contributing pertinent information necessary for accurate program/project development.
12. Maintains all policies and procedures in compliance with Hospital, JCAHO standards, and applicable codes.
13. Reviews relevant literature and keeps current of new trends and advances in technology as demonstrated by implementing such advances.
14. Communicates with supervisor providing at least a weekly basis a summary of project activities, problems, impact on patient care, solutions, and plans.
