Clinical Director, Integrated Urgent Care Service

Gloucestershire Health and Care NHS Foundation Trust (GHC) and Integrated Care-24 (IC24) have recently taken over the Out of Hours Integrated Urgent Care Service (IUCS) in Gloucestershire and are looking for a key Clinical Director role to provide clinical leadership for the IUCS.
IC24 and GHC are two different companies. IC24 is a not-for-profit organisation that provides responsive, safe, high-quality urgent healthcare to over six million patients in the UK. GHC provides joined-up mental health, physical health and learning disability services to people of all ages across Gloucestershire.
The post holder will provide professional leadership and support for the clinicians within the IUCS. The postholder will play a key role in developing and maintaining high levels of performance in line with the overall strategic priorities of the trust. This involves working with wider Primary and Secondary Care medical teams, management, and the entire IUCS Multidisciplinary Team. The postholder will work in close partnership with the Service Director and Quality Governance Lead.
To enable this role to be successfully embedded within the service, there is an expectation that the Clinical Director would also work clinically in IUCS, in addition to 0.2FTWE as a Clinical Director.
Main duties of the job
1. Ensuring the clinical workforce is adequate in competence and sufficient in numbers to meet contractual and any other regulatory and professional quality requirements by:
2. Supporting recruitment including building relationships with a range of stakeholders to raise the profile of IUCS and promote out-of-hours as a desirable career opportunity.
3. Overseeing appropriate pre-employment interviews, induction and training including compliance with the relevant mandatory training.
4. Ensuring that all clinicians are competent and capable of delivering high-quality, evidence-based clinical care within IUCS.
5. Overseeing induction and training of GP Registrars and medical students within the IUCS.
6. Enabling a program of directorate clinical education, peer networking, and group supervision for continuous professional development.
7. Supporting the development of Advanced Practice within the directorate through supervision and education provision.
8. Advising the Service Director of best evidence clinical practice in the field of urgent and community care, drawing upon subject matter experts to inform decision making.
9. Taking responsibility for your own rigorous professional development.

Job responsibilities
1. Clinical Governance and Quality Assurance
2. Support evaluation of clinical outcomes by delivering clinical audits.
3. Lead on reviews of incidents, learning, and sharing events in line with the Patient Safety Incident Response Framework, and supporting reassurance around relevant NICE guidance.
4. Support Mortality Review activity within IUCS, reflection, and learning. Ensure specific points are reflected back to staff for learning and development.
5. Ensure that the organisation's key values and principles are enacted within operational services.
6. Manage professional disciplinary issues relating to clinicians working in IUCS in partnership with the Service Director and Quality Governance Lead.
7. Develop and maintain strong professional networks within the local area, in-hours primary care, Local Medical Committee, relevant provider organisations, and commissioners as enablers for ongoing service development.
8. Work with the wider multi-disciplinary team to establish protocols/standards that support the priority areas of work.
9. Contribute to the development of new models and deliveries of service that meet patient needs.
10. Listen to and respond to service improvements suggested by service users and carers and clinical care pathway champions.
Person Specification
Qualifications
* GMC and inclusion on GP Performers List.
Experience
* Substantial, current and credible GP experience.
* Experience of working in a multidisciplinary team.
* GP OOH experience or other urgent care settings.
* Significant NHS knowledge including supervision of clinical staff.
* Experience in working in an integrated system.
