Job description
The Building Engineering Services Technical Assurance Manager is part of a small team which supports the Construction & Fit Out Function within Change Delivery, delivering the ‘intelligent client’ building services function on major capital new build and refurbishment projects. Also supporting the Estates Lifecycle Maintenance and minor works projects across the HMRC estate.

Here are some of the things you'll be responsible for as our Building Engineering Services Technical Assurance Manager:
1. Working closely with internal Design and User Experience team to understand user requirements including any reviews of existing operational conditions.
2. Undertake research and analysis of options to determine appropriate design solutions in relation to building services for shell/core and Fit Out.
3. Provide specialist advice to internal Design and IT stakeholder teams as part of developing new solutions.
4. Implementing the technical assurance plan and monitoring quality with consultants, for the Cat A against the HMRC design standards.
5. Developing testing and commissioning, performance and technical specifications for building services installations that deliver value for money.
6. Providing technical analysis and review of contractor’s design for Cat A installations and technical analysis and review of contractor’s proposals and detailed design for Cat B installations on new or refurbishment projects.
7. Technical advice and site condition reports as part of major upgrade works to existing sites to be refurbished.
8. Provide a Scope of Works or Consultant Briefing documents to support Minor Capital and Lifecycle projects.
Essential Criteria:
1. Extensive experience as a Mechanical Building Services Engineer in a commercial services consultancy practice, contractor or client building services function.
2. Experience of commissioning of services installations for large modern office buildings.
3. Good knowledge of current design and commissioning technologies and innovation trends relating to building services and other systems used in office developments.
4. Review and comment on both performance and detailed design specifications for services installations.
5. Experience in Performance Management and direction of external professional design consultants.
6. Review of third-party designs and assurance against technical design standards and specifications.
7. Analysis of services performance data to deliver concise reports.
8. Understanding of various Building Management Control systems and ability to propose best fit for building users.
9. Experience in energy management and how to make a real difference in reducing building consumption.
10. You will be required to obtain Security Clearance SC level.
Essential Qualifications:
You will be required to hold a relevant Building Engineering Services qualification as a minimum, as well as significant exposure to the criteria above.
Desirable Criteria:
1. HNC/Degree Qualified in Mechanical Building Engineering Services, gained in private practice or in contracting.
2. Membership of CIBSE MCIBSE CEng.
3. If not already held, you must be willing to obtain CEng within 24 Months.
