Primary Care Network (PCN) Operations Manager PCN Clinical Director / PCN Board Full-Time Healthier South Wirral PCN Key Responsibilities Strategic Leadership and Operational Oversight Lead on the development of the PCN Strategic and Operational Plans and manage accordingly, clarifying strategic objectives and priorities for network delivery in line with operational capacity, financial parameters, and contract requirements. Develop and implement strategies to meet all contractual obligations, including DES and local Enhanced Service targets. Oversee the delivery of PCN services and ensure they align with NHS Long Term Plan objectives. Work with member practices to develop collaborative approaches that improve patient outcomes and operational efficiency. Human Resources Management Lead on the development of the PCN Workforce Plan and manage accordingly. Oversee the recruitment, onboarding, and management of PCN staff, including Additional Roles Reimbursement Scheme (ARRS) roles. Develop and implement HR policies and procedures that support staff well-being, development, and retention. Conduct appraisals, manage performance issues, and provide leadership to ensure a positive and productive working environment. Governance, Policies, and Procedures Lead on the delivery of the PCN Governance Framework, in line with the Network Agreement. Ensure that the Network Agreement is in line with national guidance and reflective of current service operations. Ensure all PCN policies and procedures are up-to-date, compliant with current legislation, and reflect best practices. Develop and review policies related to clinical governance, information governance, and patient safety. Support member practices in adhering to Care Quality Commission (CQC) standards. Performance Management Monitor and evaluate the performance of all PCN services, ensuring KPIs and quality standards are achieved. Identify areas of underperformance and implement improvement plans in collaboration with stakeholders. Provide regular performance reports to the PCN Board and Clinical Director. Financial Oversight Develop, manage and monitor PCN financial plans, ensuring that budgets are managed effectively and within delegated limits. Oversee claims for funding and reimbursements, ensuring accuracy and compliance with contractual requirements. Identify opportunities for additional funding and resource allocation. Service Development and Innovation Lead on the design, development, and implementation of new PCN initiatives, ensuring they meet patient needs and align with strategic goals. Drive continuous improvement across all PCN services, leveraging data and feedback to enhance service delivery. Ensure compliance with digital and technological innovations, supporting improved patient access and operational efficiency. Board and Stakeholder Engagement Lead on the development of the PCN Engagement Plan Chair PCN Board meetings, ensuring agendas are prepared, actions are followed up, and decisions are communicated effectively. Build and maintain relationships with key stakeholders, including Integrated Commissioning Board (ICB), and external partners. Act as a key point of contact for member practices, fostering collaboration and communication.
