CCS has gone through a significant period of growth as an organisation and has an exciting agenda for the future with the identification and development of talent seen as a key enabler. You will be responsible for development and management of talent and learning initiatives in line with our strategic priority of attracting, retaining, developing and engaging high performing and diverse talent. You will also be accountable for managing a small team of learning and talent specialists. The post holder will be a member of the HR Senior Leadership Team (HRSLT) and can expect to have significant exposure at both Executive Committee and Board level. Directorate Overview Recognising that people are our biggest asset, the Human Resources Directorate is pivotal in achieving CCSs strategic aims. Our team is relatively small, 45 in total, comprising a mixture of HR expertise. Theres no such thing as individual success. Job description Key Responsibilities: Provide strategic leadership and direction to ensure the success of talent development, leadership and learning in CCS Lead, develop, engage, and motivate the team providing visible leadership ensuring the standards and behaviours reflect the CCS values and a professional, innovative, and modern L&D service Create and enable a learning organisation culture with a growth mindset aligned to strong leadership. Build on existing interventions to enhance leadership at every level through development and delivery of high-quality capability programmes to deliver behavioural change aligned to corporate strategy and transformation. Taking ownership for the wider L&D offering, developing and implementing early careers, leadership, management, talent development and career progression programmes. Define and implement a learning strategy that builds organisational capability and supports delivery of a high performance and healthy culture, utilising a broad range of learning mechanisms and ensuring equitable access for all learners Providing strategic leadership in embedding a coaching philosophy throughout the organisation Work with other senior HR and business leaders both within CCS and reaching out across the Government People Group and Commercial Function to shape organisational capability that support current and future business priorities, championing the role of learning within organisational change Ability to drive digital innovation of learning delivery utilising the latest AI and digital learning initiatives. Work with stakeholders and subject matter experts across CCS to understand the demand signals and when appropriate, design robust outcomes and learning solutions that respond to the need Oversee and contribute to the further development and retention of talent and succession planning strategies as applicable Stay abreast of industry trends and best practice in talent management and make recommendations for continuous improvement to drive organisational performance. Portfolio ownership of L&D projects / activity in line with the HR business plan In conjunction with the Head of Resourcing, further develop the range of entry routes into the organisation which optimises our workforce and diversifies our talent pool Ensure DE&I is considered in all talent and succession management approaches Overall responsibility for a significant L&D budget. Person specification Essential criteria (To be assessed at application stage): Level 7 Chartered member of CIPD or equivalent professional membership / relevant level of experience in a Learning and Development field. Experience of leading a Learning and Development function in a complex environment. Experience of high-level planning processes for learning and talent development, including the identification of strategic development needs. Experience of operating within and influencing achievement of a learning organisation. Selection Process Candidates who are successful at sift will be contacted as soon as possible following the closing date and advised of the interview process in more detail.
