The Government Property Agency (GPA) Commercial Team sits within the Chief Operating Officer’s (COO) Group and is responsible for procurements and contracts delivered across GPA.
The Property Digital and Data Commercial Team supports the GPA’s objective of providing great places to work, ensuring its vision is that by 2028, the GPA will be a transformed, more efficient and digitally enabled organisation that provides better outcomes for our people, clients, customers and wider Government.
GPA’s need for digital & data services will continue to help transform our ways of working and continue to support measurable outcomes.
Our current approach to Design & Build, through to Operation have been tactical and recent transformation have identified more strategic ways of working in reducing delays in service, ensuring business continuity across its critical services. Maintaining sustainable and better alignment with Commercial best practise.
GPA are bolstering Digital and Data core delivery & operations teams but will continue to be reliant on supply chains for capacity and capability building.
Going forward the aim is to engage with suppliers who can partner with us in a dynamic nature to scale up or down to support our delivery depending on the nature of the deliverables, but also help transform our delivery models and continue to build on our existing ambitious and innovative agenda to transform civil service. Digital and Data are working with Commercial to establish Commercial approaches and solutions that are scalable, cost effective and compliant with relevant standards.
This is an exciting opportunity to be part of the Digital and Data transformation that will modernise and standardise systems, platforms, applications and networks.
The team provides expert advice to the Chief Digital and Data Officer (CDO) to ensure GPA obtains value for money and are provided with scalable commercial solutions to meet the GPA’s ambitions of modernising its digital infrastructure across the government estate.
You will need to support the commercial lead, who you will report to, achieve the team objectives, provide commercial expertise and be able to collaborate with stakeholders to find solutions and run procurements in line with both PCR2015 (when using existing frameworks) and the new PA 2023 procurement regulations.
The successful candidate will also be expected to manage GPA’s business as usual operations and support the Digital and Data Commercial Lead identify and drive efficiencies opportunities.
Key responsibilities:
* Lead on Digital and Data procurements conducting the full end to end procurement life cycle.
* Utilising the optimum procurement route, such as Crown Commercial Service Framework and being able to develop onto running a Competitive Flexible Procedure.
* Lead on contract variations as required for the team's existing contracts.
* Manage the cataloging and identification of Technology Intellectual Property.
* Co-ordinate internal and external approvals for the team's procurements.
* Conduct market engagement to gather information for upcoming procurements and increase market awareness of GPA tenders.
* Maintain the teams records in the contract management system, file storage system and keep pipelines up to date.
* Support the implementation of the new procurement regulations PA 2023.
