Job Title: Clerk/Parish Manager
Reports to: The Parish Council
Hours: 37 per week
Annual Leave The role comes with 27 days annual leave rising to 29 after 5 years and we also give an extra half day holiday to staff on Xmas and New Year eves.
Pension The employer pension contribution is 23.8% of gross salary
Salary scale:
Unqualified: £41,418 - £44,428
Qualified: 41 £45,441 - £49,498
Job Summary
Join a dynamic team as the Clerk/Parish Manager with a successful Parish Council with a wide range of community assets and activities under management! This key role involves overseeing all Parish Council operations and ensuring statutory duties are met efficiently. You will be instrumental in shaping and implementing policies, managing resources, overseeing investment projects, and fostering community relations. Key Responsibilities
Including, but not limited to:
Leadership and Management
1. Lead and manage the Parish Office team, ensuring adherence to HR policies.
2. Oversee the effective management of all Council resources and report to the Council as required.
3. Act as the Proper Officer of the Council, executing all statutory duties.
4. Advise the Council on policy formation and implementation.
5. Oversee and initiate investment projects approved by the Council.
Financial Oversight
6. Serve as the Responsible Financial Officer, managing all financial records and ensuring careful administration of the Council's finances.
7. Prepare and monitor the Council's accounts, ensuring they are ready for audit purposes.
8. Manage an annual budget of approximately £400,000, including Precept and Reserves.
Compliance and Data Protection
9. Ensure compliance with all statutory obligations and other provisions affecting the running of the Council.
10. Act as the Data Protection Officer, ensuring all information is managed in line with GDPR legislation.
Community Engagement

11. Facilitate communication and collaboration with the community, district authorities, and other organisations.
12. Organise and manage community events, meetings, and public consultations.
Qualifications and Skills
Essential Requirements
13. Strong leadership and management skills.
14. Experience in finance, administration, or a related field.
15. Excellent written and verbal communication skills.
16. Working proficiency in IT, including MS Word, MS Excel, and email.
17. Ability to research topics and present clear, evidence-based arguments.
18. High personal integrity and trustworthiness.
19. Willing to study for and gain CILCA qualification.
