Closing Date: 18 December 2024 The Role We have an exciting opportunity to join the NIHR Research Support Service (RSS) delivered by Newcastle University and Partners as a Data and Quality Manager, on a fixed-term basis until 30 September 2028. Our vision is to support research with a new way of working, supported by a new generation of researchers, developed through a new model, integrating research development, design and delivery in health, social care, and public health. As Data and Quality Manager for the NIHR Research Support Service (RSS) delivered by Newcastle University and Partners, your will be responsible for the development and implementation of systems and processes to ensure accuracy, consistency, quality, and security of the data collected and maintained by the RSS. You will work closely with the RSS Chief Operating Officer and Operations Manager to prepare and present reports to Senior Management on RSS activity, to help inform decision making and investment priorities. We are looking for candidates with excellent data management skills, as well as experience of analysing and presenting data and reports. Key Accountabilities Data analysis Work with the COO and Operations Manager in developing, testing and maintaining the RSS N&P database to ensure systems for RSS data capture and monitoring support reporting requirements of the service to the highest standards Work with the COO and Operations Manager to implement the RSS Quality Management Framework Implement and supervise processes to guarantee the accuracy, consistency, quality and reliability of the data used by the RSS Responsible for performing regular and timely data cleaning procedures and quality controls to ensure all data is accurate and in line with Department of Health and Social Care / NIHR reporting requirements Scrutinise and analyse data, identifying trends and making recommendations as a result of data analysis, to help inform decision making and investment priorities within the RSS Senior Management Team Provide and present reports on activity data and metrics to the Senior Management Team and assist with the preparation of reports to the Department of Health and Social Care / NIHR, RSS Executive Committee, RSS Stakeholder and Partners Group and others when required Process Improvement / Training Contribute to the writing and review of Standard Operating Procedures, internal information governance requirements, and policy documents related to collection and management systems and processes, including the review of quality management Lead on Information Governance, confidentiality processes, implementation of retention schedules and GDPR activity, ensuring that all NIHR RSS N&P activity meets requirements Develop and implement processes to monitor service quality and capture researcher feedback and experience, highlighting any causes for concern to Senior Management to enable timely resolution Support the development and delivery of streamlined processes and effective communications to promote the RSS. This will involve organising events through appropriate communication channels such as press, websites and social media Provide database training to the RSS Operations Team, RSS Workstream Leads and RSS Methodologists to ensure data capture is in line with internal and external requirements, stressing the importance of confidentiality Stakeholder Management and Leadership Support the COO and Operations Manager in monitoring RSS N&P budget expenditure, ensuring spend is allocated correctly and within budgetary constraints Provide secretariat support to the RSS N&P External Advisory Committee, including production and distribution of documentation and reports Day to day line management of members of the RSS Operations Team including performance management, advising on training needs, enabling appropriate training and mentoring and ensuring work meets quality standards Work with RSS colleagues nationally to ensure sharing of best practice and alignment of responses to national requests where relevant, including representation at national meetings Deputise for the Operations Manager as appropriate The Person (Essential) Knowledge, Skills and Experience Excellent IT skills, including the ability to use databases, spreadsheets and other tools to monitor, manage and report data, as well as the ability to design complex queries and produce detailed reports Ability to analyse data, identifying gaps in information or quality, propose mechanisms to address shortfalls and make recommendations to help inform decision making and investment priorities, including quality improvement measures Experience of data management, data validation, data cleaning and producing a range of data-related reports. Ability to lead a project including developing project plans, escalating risks and monitoring delivery against agreed timescales and objectives An understanding of the importance of confidentiality, information governance and data protection regulations Proven line management experience, including resource allocation Experience of delivering secretariat support in a senior-level environment Experience of managing budgets, monitoring expenditure and ensuring value for money Proven organisational, time management, decision making, and prioritisation skills Experience of developing and implementing procedures Experience of developing and delivering presentations and training and delivering events and conferences Experience of working in and understanding a University or NHS research environment Experience of delivering NIHR initiatives (Desirable) Attributes and Behaviour Proven ability to use initiative to deliver work independently Able to work consultatively to find solutions.
