Main duties of the job
The Portfolio Management Directorate (PMD) delivers projects and programmes within the NHSBSA change portfolio. The Programme and Project Manager role is responsible for the end-to-end delivery of projects within the portfolio and fulfilling the line management of project professionals.
The role will have responsibility for the line management of a number of project professionals within the PMD. This involves all elements of the corporate performance management approach covering appraisals, performance, development and wellbeing. It is anticipated line management activities and responsibilities will account for approximately 50% of the role, and project assignments size, scale and complexity will reflect this to prioritise the consistency of the line management approach and support. This role does not cover the resource management and allocation of the direct reports. The role will manage projects in accordance with NHSBSA's Project Management Framework, and lead project teams with both internal and external stakeholders. The role will manage projects of varying size, scale and complexity in accordance with the Project Management Framework.
The role will be responsible for all elements of programme / project management, including budgets and forecasting resource needs. The role will plan and guide teams through the required internal and external assurance and approval processes.

In this role, you are accountable for :
Line Management :
8. Line manage, coach and mentor project delivery and change management professionals roles at Bands 4, 5, 6 and 7.
9. Appraisal and performance management of team in line with NHSBSA policies and core competencies including regular 1:1s).
10. Identify and support talent within the team to develop individuals careersagainst professional competency frameworks via coaching and mentoring and supportingpersonal development plans.
11. Manage project delivery professionals against competency frameworks as appropriate, supporting personal training and development plans as required.
Programme and Project Delivery :
12. Deliver the programme / project in line with the NHSBSA Programme and Project Management Frameworks and internal and external assurance requirements.
13. Create and lead the programme / project to deliver the agreed outcomes within time, cost and quality constraints.
Programme and Project Management :
14. Day to day management and leadership of the programme / project and the team.
15. Provide effective leadership and management controls.

17. Design the programme / project structure and organisation appropriate to stage.

22. Delivery of a programme / project business case including drafting as required and securing collaborative input from subject matter experts.
Budget :
23. Develop the budget and track delivery within budget.
24. Ensure all expenditure is governed in accordance with NHSBSA Standing Financial Instructions and DHSC / Cabinet Office spend controls.
Resource Management :
25. Secures resources and directs planning scheduling, resourcing and estimating for large scale programmes.
26. Identify skill requirements; and deploy and develop resources. Manage medium sized programme / project team.

27. Delivery of the agreed Business Case scope in line with defined time, cost, and quality criteria to enable the realisation of benefits in post project Benefit Realisation.

32. Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage inter-dependencies.
33. Oversee programme risk and issue management. Ensures mitigations are in place and resolved through negotiated agreement.
34. Leading risk management within programme / project teams in accordance with NHSBSA Corporate Risk Management Framework.
Governance and Controls :
35. Maintain overall integrity and coherence of programme and governance framework to support each project. Plan programme assurance activities.
36. Support effective project governance and decision making. Provide reporting and engage in mechanisms that hold you, as Project Manager, to account for delivery.
37. Engage with project assurance reviews and support action on recommendations. Organise assurance processes such as gateway reviews, as required.
38. Lead projects through external assurance reviews, such as IPA gateway reviews.
39. Manage progress and delivery confidence reporting in line with internal NHSBSA reporting cycles.
Change Management :
40. Define Change Management approach to provide consistent change management approach within programme and project activities.
41. Ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders.
Dependency Management :
42. Work with project leads and business as usual to ensure programme dependencies are actively managed, act as an arbiter and enforcer and resolve issues between the various elements of the programme.
