DEFRA are currently establishing the Scheme Administrator (SA) for the packaging Extended Producer Responsibility (pEPR) Scheme and require a Fees and Payments Manager.
The successful candidate will support the Head of Fees & Payments Calculator Service in establishing and managing the infrastructure required to provide the right outcomes for the Service.
The new UK pEPR scheme will launch in 2024 and its administrator will bring together talented individuals who are passionate about recycling and the environment. It will transform our current linear economic model of ‘take, make, use, throw’ into a circular economy. In a circular economy, resources will be kept in use as long as possible, maximising the value gained; resources will be used more efficiently; and waste will be minimised, and so will the impacts that inefficient resource use has on our environment and society.

Reporting to the Fees & Payments Lead for the Expended Producer Responsibility for Packaging Scheme Administrator, the Fees & Payments Manager will work within the Fees & Payments Team to develop and maintain an analytical and operational framework for the Scheme. The role will spread across 3 key areas:
* Ownership of the analytical models and tools to calculate Local Authorities payments and producers fees;
* Ownership of the Fees and Payment functionalities, including interoperability of the different models and tools, and interaction with other Scheme Administrator functions;
* Ownership of stakeholder interactions as they relate to the Fees and Payment framework.
As part of this role, the post-holder will be expected to ensure the right level of inclusion with other Scheme Administrator team, taking ownership for specific workstreams where relevant to Fees and Payments. This includes:
* Scheme Administrator stakeholder and Relationship Management functions, for instance using SA stakeholder management frameworks and support resolution of queries and complaints;
* Scheme Administrator Governance and strategic functions, for instance to ensure that the analytical tools deliver against agreed strategic outcomes;
* Scheme Administrator quality and auditing functions, including to provide the right level of assurance that they analytical models and tools are of sufficient analytical quality.
Key Responsibilities
* Lead the development and maintaining of a set of analytical tools, ensuring that work is delivered in line with the crucial timelines project plan and to the right quality
* Engage with scheme users such as local authorities and obligated producers, participating in engagement sessions to help prepare businesses for Go Live in line with the analytical framework
* Develop the Fees & Payments analytical framework to embed the strategic priorities of the Scheme Administrator and support the delivery of Expended Producer Responsibility for Packaging objectives and functions provided from the organisation in its underpinning legislation
* Identify, characterise and find a route to solving cross-cutting issues that pose a threat to delivering the Fees and Payments analytical framework on time and to the required standard
* Collaborate effectively with teams across the Scheme Administrator on cross cutting issues pertaining to Fees & Payments, in particular policy and relationship management
* Support team members to respond effectively to complex queries/complaints regarding fees and payments calculations, communicating technical information in a concise and easily understandable way
* Coach and mentor junior team members sharing best practice and demonstrating effective technical information, sharing your modelling and data analysis expertise
* Collaborate with Scheme Management Office to ensure control framework is able to address any operability risk or issues involving the Fees and Payment Calculator Analytical Framework and escalate/resolve for appropriate resolution
