We are seeking to attract a Clinical Quality Lead within Shropshire Telford and Wrekin ICB. Reporting to the Head of Quality, and professionally accountable to the Chief Nursing Officer, the Clinical Quality Lead is responsible for leading, developing and implementing an effective, robust and comprehensive clinical governance, learning from events, patient safety, quality strategy and associated work programme within the area of responsibility to mitigate against clinical risk, ensuring the delivery of a safe, effective and person centred service within the area of responsibility in response to strategic and national direction.
We are looking for a highly motivated, clinical professional who has experience of working within a governance and safety framework, who can demonstrate credible clinical knowledge as well as a diverse range of operational experience within a complex healthcare system. This post will require leadership, confidence, and drive to deliver improvements to outcomes for patients who need the support of the Shropshire region.
This is a full-time position. The post location is hybrid working between home, office (Telford) with in person meetings, visits, and events, as necessary.

The Clinical Quality Lead takes responsibility within the ICB for the influence, promotion, and oversight in the consistency of high-quality clinical standards of patient care in their portfolio. The post holder will monitor the audit cycle of continuous improvement regarding patient safety and experience in respect of their portfolio. The post-holder will ensure patient and family safety and experience are at the forefront of clinical practice and governance processes. Key to this role is the monitoring of a robust clinical quality and governance framework within their portfolio. The post-holder will gather evidence to provide assurance in relation to the National quality indicators, safety of service and clinical outcomes relating to their portfolio. The post holder will ensure that concerns are addressed in a timely manner and that learning is embedded in practice. The post will support operational and strategic delivery of quality oversight and assurance providing subject matter expertise.
Using their clinical expertise, the Clinical Quality Lead will work with ICB colleagues to monitor safety, quality and patient experience within each area relating to their portfolio linking to the ICB’s quality assurance and governance processes and strategy.

· Provide a specialist clinical perspective in relation to the development and implementation of clinical governance and oversight frameworks in place in the ICB for providers.

· Benchmark the services against national and local trajectories and outcome reports and make recommendations on the actions the ICB needs to take with the Trust.
· Have in-depth knowledge of the most up to date national guidelines, policies, and strategies in relation to their portfolio.
· Develop effective ways of working and create strong partnerships and relationships with all stakeholders to support the ICB monitoring and assurance processes.
· Contribute to the development and implementation of an enhanced quality surveillance and assurance framework and associated monitoring process, including leading clinical audit activity.
· Contribute to broader transformation, commissioning, contracting and performance monitoring activities across the ICB.
· Be the immediate point of contact for the portfolio areas reporting on progress, risks, and mitigation.
· Develop effective working relationships between all ICB operational teams to ensure that the implications of commissioning decisions are appropriately reflected in contracts and agreements.
· Contribute to the interpretation and implementation of complex national guidance and development of associated policies and guidelines as necessary.
· Contribute to the development of service specifications and contribute to the development and redesign of care pathways to ensure services commissioned provide quality and value for money.
· To contribute to the setting of CQUIN schemes and quality schedules for respective areas.
· Have full awareness of the budgetary implications of activity.
· Lead and participate in Quality improvements projects.
