NHS Devon is the organisation responsible for the majority of county's NHS budget, and develops a plan to improve people's health, deliver high-quality care and better value for money. The organisation is led by a diverse board, which includes representatives from local councils, primary care, acute hospital, mental health, learning disability and neurodiversity. NHS Devon current key focus in the short-term is to exit segment four of the NHS Oversight Framework (NOF4) which we are in due to our service and financial performance. Achieving this requires robust strategic planning, horizon scanning, oversight of delivery - as well as close liaison with NHS England.
The Performance and Planning team sits within the Deputy Chief Executive portfolio includes three key areas: performance management, planning and programme management.
Main duties of the job
In line with NOF4 and our operational plan, it is vital that we effectively performance manage the system to ensure that we and our providers are held to account and deliver the agreed priorities. To help us do this, we have programme management office (PMO) which act as the engine room of the organisation, ensuring that all programmes are coordinated and deliver against their plans.
The role and function of the performance and planning team is to ensure that NHS Devon, providers and the system have plans in place to meet key requirements such as operating plans, winter plans, joint forward plans and national oversight framework. The team oversee the planning framework for the system ensuring all submissions meet the key requirements as set out in national or local guidance and that there are concise delivery plans in place to deliver on these requirements. The team will provide programme management office (PMO) support to teams to ensure that all delivery and improvement programmes are set up using the correct programme architecture. The performance element of the team will support the new oversight governance structure for the system, which will include oversight meetings with each provider/localities, oversight of provider collaboratives and internal oversight of delivery of all annual plan requirements.

The main duties of the role include:
* Lead the development of the ICB and ICS yearly operating plan, yearly winter plan and joint forward plan ensuring the plan informs, reflects and responds to the overarching guidance and needs of the population.
* Lead the system plans, including supporting the ongoing development of the joint forward plan, ensuring all timelines and requirements are met.
* Support the development of the creation of effective performance reporting to highlight areas of required improvement.
* Develop a clear performance reporting to provide assurance internally and externally on performance against agreed trajectories and assurance on improvement plans.
* Develop and embed the performance and assurance architecture of the organisation and system to ensure a robust process of oversight and assurance.
* Represent the ICB at key performance related meetings, presenting performance information and providing relevant context on the requirements and opportunities to improve.
* Work with BI teams to ensure clear and consistent data is collected and presented to identify performance versus trajectory and any potential trends and opportunities.
* Work alongside the Head of PMO and Planning to ensure that the relevant data is available to support planning processes, identifying key areas of productivity or improvement to meet required performance standards.
* Provide support and guidance to senior management, members and partners in creating and communicating a compelling vision for the future of health and care in Devon.
* Work to strengthen joint working with the local authorities building on the existing arrangements with the local authorities.
* Support the senior leadership team to ensure that effective working arrangements are in place to develop joint plans with other key partners, such as neighbouring ICBs and integrated care systems.
* Lead the health and social care system to ensure that the joint forward plan is supported by appropriate commissioning strategies with specific responsibility for key programmes to be determined through annual review and prioritisation.
* Ensure the development of all plans that are evidence-based, clinically led and co-designed with local partners.
* Oversee the delivery of plans and statutory objectives through the development and implementation of a performance oversight framework.
* Provide regular detailed reports to senior management and the board on requirements of planning and the organisation/system delivery against key objectives.
* Support the identification of key lines of enquiry for internal and external performance meetings to ensure an environment of constant improvement.
* Oversee the ongoing development and delivery of the Integrated Performance and Quality report.
* Ensure all key performance reports are maintained for all internal and external oversight process, including short notice requirements. Ensuring these reports use accurate data and narrative to accurately explain the position and associated actions and risks.
Person Specification
Experience, Knowledge & Qualifications Essential
* Educated to masters' level or equivalent level of experience of working at a senior level in specialist area.
* Extensive knowledge of specialist areas, acquired through a post graduate qualification or equivalent experience or training.
* Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this.
* Ability to support the budget setting for a number of teams/services across a directorate.
* A strong understanding of the relationship between NHS organisations and wider system, regional and national organisations.
* Significant experience of successfully operating in a politically sensitive environment.
* Significant experience of co-ordinating projects in highly complex and challenging environments.
* Experience of managing risks and reporting.
* Experience of developing briefing papers and correspondence at SLT or chief officer level.
* Experience of monitoring budgets and business planning processes.
* Evidence of continued professional development.
* Project management qualification or equivalent experience.
* Ability to demonstrate significant experience of formal management of complex programmes/projects, including the use of formal project management tools for the full life-cycle of large scale, complex programmes/projects.
