The Home Manager will be accountable to the Regional Service Manager. The Home Manager will be responsible for the staff working in the designated children’s home.
Context
Excel and Emerge Care, care for children with emotional and behavioural difficulties. All homes are registered with Ofsted to care for children between the ages of 8 and 18.
Description of Role
The Children’s Home Manager will be responsible for managing all aspects of running the Home, to ensure our children are cared for, supported, safe, and prepared to move on to the next step of their life or into independent living when the time comes.
The home manager is integral to promoting the therapeutic parenting model – PACE. The therapeutic approach is key to our service and the care we provide to children. The manager’s knowledge of attachment and trauma will be high and promoted fully in the day-to-day care provided.
The Home Manager will ensure that high levels of emotional and physical support are provided to our children, in addition to appropriate activities, a comfortable and homely environment, and the service of key workers are planned, provided, and applied in accordance with the home’s Statement of Purpose. Overall, the Home Manager will be aspirational, go above and beyond in the care provided to children, and ensure that all practice promotes a sense of belonging for the children.
The Home Manager will be registered with OFSTED and required to meet the level of competence set out in the regulations and standards for a residential children’s home manager. The manager will drive forward the Quality Standards and always aspire for outstanding service.
Duties and Responsibilities Specific to the Post:
1. To be registered with Ofsted as a suitable home manager and fully comply with the Children’s Homes Regulations 2015 and deliver the Quality Standards for Children’s Homes.
2. To deliver high standards, always aim for ‘outstanding’ provision.
3. Be an advocate for our children and ensure they receive the services they require.
4. To be responsible for the management, coordination, and development of a range of quality services for children referred and/or accommodated within the home.
5. To promote the practice of working in partnership with children, their families, other Excel and Emerge Care staff, and other agencies, in order to meet the needs of children.
Job Description

7. To set and review targets and objectives for the home’s staff team in order to ensure that work is focused and has clear direction.
8. To provide operational management of your staff team and to deploy appropriate staff resources so that key tasks are fulfilled. To ensure that enough backup resources are available in emergency/out-of-hours situations including participation in an out-of-hours ‘On-Call’ rota.
9. To have line management responsibilities for your staff team, ensuring that all staff receive appropriate induction, supervision, and appraisal.
10. To be responsible for ensuring a full flow of information into and out of the team and to develop effective communication strategies and systems that assist staff in the operation of their duties.
11. To take a lead role in the gatekeeping and allocation of a range of services provided to meet the identified needs of children.
12. To remain calm under pressure, make informed decisions, and effectively guide their teams through challenging situations.
13. To possess high emotional intelligence, allowing you to understand and manage your emotions and those of others, to maintain positive morale and effective communication, especially during times of change and challenge.
14. To be responsible for the effective management and development of a range of quality direct services to children. To ensure that the policies and procedures of provided by Excel and Emerge Care are implemented.
15. To actively participate in recruitment, grievance, disciplinary, health and safety, and other staffing matters with support from the Service Manager, HR Team, and Directors when requested.
16. To ensure that staff training and development needs are identified and ensuring that those needs are met. To assist in training staff as required with support from the Service Manager.
17. To keep your training up to date and meet OFSTED’s Quality Standards and Children’s Home Regulations 2015 and attend any training courses provided.
18. To ensure that all Health and Safety Regulations are complied with in accordance with Excel and Emerge Care policies, procedures, and practices.
19. To regularly inspect the condition of the structure, fabric, furnishings, and fittings of the building to ensure that all necessary equipment, etc. is in good working order and of a reasonable and acceptable standard of repair.
20. To ensure that effective finance budgets, control, administration, and records comply with Excel and Emerge Care expectations and procedures.
21. To promote and implement Excel and Emerge Care Equality and Diversity policies and procedures.
22. To ensure that staff understands and implements the organisation's Child Protection Procedures.
23. To undertake any other such duties as required by the Service Manager, commensurate with the grade of the post.
Note: The post holder will be required to be part of a management rota providing out-of-hours support for the organisation and to cover a sleep-in shift if required to cover sickness or annual leave. The Home Manager must have an NVQ 5 or above (or equivalent) or be willing to work towards completing this qualification.

General Management
To provide vision and leadership to staff, ensuring that effective systems are in place for workload allocation and management, the application of the company’s policies and procedures, including those relating to equality, supervision, and appraisal, and all aspects of their performance, personal development, health, and welfare.
To manage a designated budget (as required) ensuring that the company achieves value for money in all circumstances through the monitoring and control of expenditure and the early identification of any financial irregularity.
Supervision and Appraisal
All members of staff will receive regular supervision and appraisal, and it is the responsibility of each member of staff to follow the company’s procedure with respect of supervision and appraisal.

Physical Conditions and Location
All of Excel and Emerge Care employees may be required to travel for work purposes and may be required to work at other homes.
Leave: 25 days, inclusive of Bank Holidays (rising yearly in line with policy and procedure)
