Responsibilities:
1. Prepare Commissioning system boundary, commissioning procedures and other commissioning deliverables.
2. Include Class / SCE & Process safety standard verification activities in Commissioning Deliverables.
3. Support company development work methodology / procedures.
4. Prepare list / procurement of required tools, utilities, and others for the commissioning activities of the assigned system.
5. Identify all Class / Statutory requirements related to Commissioning and incorporate them in commissioning Procedures for Close out during execution.
6. Review and Evaluate third party services engagement (Technical) for Commissioning scope.
7. Responsible for successful and safe commissioning of the area / systems under the guidance of lead commissioning engineer.
8. Lead commissioning Tech team on performing pre-commissioning and commissioning activities.
9. Manage day to day activities including PTW, assigned technicians, operations support, supplier support and CLASS witness.
10. Execute the approved commissioning procedure, verify performance standards, and assist in system dossiers completion for handover.
11. Manage any changes within the system during commissioning phase.
12. Work closely with MC coordinator and commissioning coordinator for timely completion of ITR, mechanical completion and commissioning completion.
13. Attend FAT & SAT depending on projects requirement.
14. Verify and close out all Safety critical elements associated with commissioning.
15. Ensure all regulatory and statutory testing and requirements are performed and records maintained.
16. Prepare and maintain commissioning records of site observations, testing processes and checklists.
17. Perform Risk assessment for the commissioning scope, conduct toolbox meetings.
18. Ensure Technicians carry out commissioning activities safely and in accordance with site procedures.
19. Plan day to day work, manage schedule & targets of the project.
20. Prepare timely and accurate technical reports for management.
21. Perform offshore commissioning / assist facility startup.
22. Participate in audits of procedures, safety practices and documentation/records.
23. Interact with other engineering departments for obtaining engineering and specific vendor documents.
24. Independently deal with regulatory authority, class, vendors, and clients regarding commissioning deliverables.
25. Coordinate functional testing of commissioned systems and engage the Operations team as needed.
26. Ensure to provide Lessons learnt / Improvement Opportunities based on project experience.
Qualifications:
1. Bachelor’s degree or equivalent in Electrical Engineering or related field.
2. At least 7 years of experience in Electrical Engineering, Procurement, Construction and Commissioning in Oil & Gas Offshore Projects or FPSO or Power Generation Plants.
3. Proven references in handling electrical design, including power generation and distribution, load schedule, cable routing, etc.
4. Experience in reviewing electrical detail engineering deliverables prepared by subcontractors.
5. Familiar with operation of MS, AutoCAD, ETAP, SPEL software.
6. Willing to travel to module fabrication yards, FATs, client meetings, etc.
7. Ability to work in a multi-cultural environment.
