Senior Finance Manager – Business Partnering (Deputy S151)
About this opportunity
Cumberland Council is seeking a dynamic Senior Finance Manager – Business Partnering, to lead the Accountancy and Financial Planning teams. Reporting directly to the Chief Finance Officer (Section 151 Officer), you will play a key role within the Senior Management and Finance Management teams.
In this role, you will oversee the implementation of service objectives, ensuring the effective coordination and management of resources within the Finance Service Area. You will maintain a robust financial control framework while considering operational and client needs.
Key responsibilities include leading the Council’s Finance Business Partnering function, assisting the Chief Finance Officer with financial activities, and acting as Deputy Section 151 Officer. You will provide financial advice to Councillors and Officers, support high-performance financial management, and promote efficiency and value for money services.
You will ensure strategic advice and direction on financial strategies, policies, and practices, enabling well-informed decisions to be made with consideration of their financial impact.
The role operates on a hybrid work model, offering flexibility to work both remotely and from office locations in Carlisle, Workington, or Whitehaven.
This position is available on a permanent basis.
Who we’re looking for
The ideal candidate will have a full CCAB accounting qualification and a strong understanding of local authority and public sector strategies. They will bring proven senior level management experience, particularly in leading professional finance teams.
Experience in contributing to national level strategy change, building effective working alliances, and managing multi-disciplinary teams to improve service delivery is essential; together with evidence of negotiating and managing large value, complex financial contracts.
