Data Insights Senior Analyst
NHS Norfolk and Waveney Integrated Care Board (ICB) plans and buys healthcare services for our local population. We are accountable for the performance and finances of the NHS across Norfolk and Waveney – a total budget of £2 billion a year. Known as NHS Norfolk and Waveney, the organisation works with local people, health and care professionals, and partner organisations to improve the health and wellbeing of our population.

Our main offices are based at 8th Floor of Norfolk County Hall, Martineau Lane, Norwich, NR1 2UE; however, we have a local office for the East of the region based in Beccles and another in the West of the region based in King’s Lynn. Therefore, travel across the Norfolk and Waveney footprint as well as out of county is required according to where our stakeholders are situated.

Job overview
As healthcare becomes more complex, there is a growing need to understand and interpret large data sets to provide insight and support for people to make informed decisions.
The BI, Insight and Analytics team is at the forefront of this. You will work with your colleagues to drive our analytical capabilities to support population health management as well as performance and demand reporting to all business areas.
The Senior Data Insights Analyst will support the organisation to be intelligence-led based on quality analytics to enable effective health and care planning, resource allocation, and decision making. The role will work with other senior analysts and data scientists to deliver analyses to provide evidence for strategic and operational decisions supporting the Norfolk & Waveney ICB and wider ICS in shaping healthcare.
Priorities include improving system flow and integration, ensuring the right service is in the right place at the right time for people, and making the best use of resources to improve outcomes and reduce the impact of inequalities.
The post holder will have an understanding of advanced analytical and statistical methods together with comprehensive knowledge of visualisation methods and techniques. They will have good working knowledge of relevant analytical and data extraction/processing tools including, but not limited to, SQL, R, Python, and Power BI.
Main duties of the job
We are looking for a senior data insights analyst with skills in Excel, Power BI, R/Python, and collaborative working. A team player who can learn from and teach others, working as part of the BI, Insight and Analytics team.
The post holder will:
* Assist in the design, production, and maintenance of reports and analytical products, including but not limited to reproducible analytical pipelines.
* Be expected to suggest ways to improve analysis and dashboard implementation.
* Work with others in the team to identify and structure problems, to iteratively produce analytical outputs to meet requirements.
* Interpret and explain analysis to both analysts and non-analysts within the ICS.
* Assist with the creation and delivery of training internally as well as where appropriate externally.
* Produce quality output, including clean, readable code, and documentation, and promote and disseminate the work of the team accordingly.
* Proactively learn and share new analytical methods and ideas to ensure that the team can work across a range of our projects; the post holder will be fully supported to learn throughout their time in the team.
* Be a team player, sharing skills and knowledge, contributing to skills development, and learning from others in the wider analytical community.
Working for our organisation
You will be working in a small centralised team supporting the Integrated Care Board (ICB) but with close collaboration with all our health and social care partners across Norfolk and Suffolk.
The work is varied, dynamic, and interesting, with an excellent team environment. The team now largely works from home with occasional requirements to attend the office, but agile working is available. There are flexible working opportunities.
Detailed job description and main responsibilities
Key responsibilities for the role will include:
* Working with large, linked datasets drawn from health, community, and social care.
* Applying research, statistical, epidemiological, analytical, and modelling methods to complex problems e.g. standardisation.
* Developing analysis and visualisations to help make the best use of resources, understand variation and opportunities for improvement.
* Forecasting and demand and capacity modelling to support recovery plans and understanding of system flow.
* Understanding the needs of the local population and the effectiveness of the services they receive.
* Identifying and understanding drivers of ill health and local inequalities in health and care provision.
* Identifying cohorts and segments of the population who might benefit from interventions.
* Act as a role model and mentor for more junior colleagues.
Person specification
* Experience communicating complex analysis to non-analytical professionals and senior managers e.g. in the form of briefing papers, presentations, training sessions.
Analytical skills
* Good analytical skills and awareness of various analytical methods and techniques e.g. standardisation, segmentation, time series analysis etc. Looking for statistical skills and experience.
Statistical software knowledge
* Excellent skills in SQL, Excel, R, and/or Python for data wrangling and manipulation, statistical analysis, geospatial analysis, visualisation, interpretation, and dissemination of insight. Skills and experience with system dynamics (e.g. Stella, Vensim etc.) would also be welcome.
Other analytical skills and experience
* Analytical skills and experience of various descriptive, predictive, and prescriptive analytical methods and techniques. For example, standardisation for different populations, benchmarking, risk stratification, system dynamics and other approaches to model and understand complex systems, epidemiological methods.
Project management
* Demonstrated capability to design and manage own projects, plan over short, medium, and long-term timeframes.
Hybrid Working
The ICB operates a flexible approach to working. It is expected that the majority of our staff will work from a combination of home and office (where possible). For staff designated in a hybrid role, they should have a safe and suitable place to work with broadband access and space for a desk, chair, and monitors.
