The Role
In this multifaceted role, you will be responsible for overseeing compliance with all gas regulations and managing heating and water systems across the Property Management division. Your mission is to ensure day-to-day repairs, planned preventative maintenance, and innovative solutions are delivered to a high standard. With a budget management responsibility of approximately £2.5 million to £9.5 million per annum, you will play a crucial part in maintaining the council housing stock effectively.
You will provide specialist technical advice and support to colleagues and contractors, ensuring compliance with current legislation. Your duties will include conducting thorough inspections of gas appliances and pipelines while authorizing and overseeing emergency works promptly. You will carry out quality assurance inspections of gas installations to ensure adherence to industry standards and statutory regulations, while also preparing detailed reports and documentation for inspections and compliance audits. In addition, you will serve as an expert witness in disputes involving the Council. Monitoring contractor performance and taking corrective action as necessary to align services with budgetary, quality, and legislative targets will be key responsibilities of this role. You will need to support the complaints team and attend monthly meetings with our contractors. Finally, you will engage with tenants and leaseholders to understand their needs and involve them in service monitoring for continuous improvement.
About You
You are an experienced professional with a solid background in gas compliance and mechanical services within a social housing environment. Your knowledge spans heating and water systems, and you hold a deep understanding of statutory requirements and health and safety legislation.
To excel in this position, you will need a minimum of 5 years of experience in a building services environment, specifically focused on gas compliance and mechanical management. You are Gas Safe Registered, with ACS qualifications (7 modules or equivalent), and you have proven expertise in conducting technical inspections and managing gas compliance works. Your strong analytical skills will be essential for fault trending and maintenance program management. You will have experience in risk management and budget oversight, demonstrating the ability to meet KPIs and ensure contractor performance. Exceptional communication skills, both written and verbal, will enable you to explain technical concepts clearly and in a jargon-free manner. Proficiency in relevant IT packages and database systems is important, and you should be flexible enough to work outside normal hours when emergencies arise.
