Leicestershire County Council is looking to recruit a Waste Operations Officer to assist with the management of waste operations and waste transfer at its Recycling and Household Waste Sites (RHWS) and Waste Transfer Stations (WTS). About the Role The successful candidate will have multiple base locations County Hall, Glenfield and: Barwell RHWS and Lutterworth RHWS. Travel to and from other locations in Leicestershire may be required, paid in accordance with Council policy. Candidates must be self-motivated, hard-working, willing to learn and have good customer care skills. The successful candidate will manage the performance of waste sites and will manage a team of supervisors and operatives based at RHWSs and WTSs The successful candidate will ensure that training and development is delivered to the team and that Health and Safety Policy documents (i.e. Safe Systems of Work and Risk Assessments) are up to date, fit for purpose and being adhered to, investigating any reported incidents and ensuring any necessary remediation measures or controls are implemented. Effective and efficient control of stock levels of consumables, equipment, PPE and Uniform, equipment and fuel will be an essential daily activity, keeping and maintaining accurate records. The successful candidate will assist the Team manager with budget and contract management. The role is very much a hands-on management role. It will require travelling to the Council’s RHWSs and WTSs daily to undertake: - HR related tasks (supporting the onboarding process for new starters, undertaking one to ones, return to works, Annual Performance Reviews, intermediate policy processes such as writing and implementing support plans and personal risk assessments, occupational health referrals and undertaking investigations into disciplinary and attendance or poor performance) Drafting of, monitoring and enforcing the Council’s safe systems of work and risk assessments for all site operations Ensuring records for waste movements are accurate and appropriately filed and that waste transfer paperwork is compliant with the sites’ Environmental Permit and the Waste Duty of Care Drafting of processes, monitoring and enforcing the Council’s Quality Management System Effective and efficient stock control of consumables, PPE & Uniform, equipment and fuel About You ESSENTIAL REQUIREMENTS: A valid relevant Certificate of Technical Competence or the desire, willingness and ability to work towards gaining this qualification within a reasonable time Good experience in the management of waste operations with very good experience in the supervision and management of teams of employees in the waste management industry or similar workplace To have good communication skills including the ability to negotiate, resolve issues and to achieve successful outcomes and to be able to effectively engage with customers, and in resolving customer issues A good knowledge of site operations and environmental maintenance / compliance and a strong knowledge and understanding of Health and Safety on waste sites Intermediate experience level with Microsoft packages, standard IT equipment and industry standard software, with good organisational and interpersonal skills and can prioritise effectively The ability to travel to locations across the County as required (access to an appropriate vehicle with business use insurance) You must also have an understanding of, and commitment to, equality, diversity and inclusion.
