With plans to see SP Energy Networks (SPEN), part of the ScottishPower Group, look to invest over £10bn in transmission projects across our transmission network in central and southern Scotland by 2030, the Strategics Project Team and HVDC team will play key roles in supporting SPEN to work at pace to deliver the transmission network that is required to support ambitions Scottish and UK Government 2030 targets.
A Commercial Manager within SPEN establishes and maintains effective commercial working relationships with the SPT and Contractor Management teams for complex major projects from inception, procurement and contract negotiation and then commercially delivering projects often worth hundreds of millions of pounds. The postholder will be commercially responsible for leading internal interactions to establish and implement procurement, commercial and contractual strategies to support and input discussions between Projects, Purchasing and Contractors that will facilitate and cultivate strong commercial relations between all parties.
Within Strategic Projects, you will be responsible for developing and leading a Commercial Team of Quantity Surveyors and Cost Managers to lead commercial activities of Project Delivery within EPC type contracts. These positions have a number of direct reports.
What you’ll be doing
1. Lead areas of contract and commercial management & implementation (in conjunction with Quantity Surveyors, Cost Managers and Project Managers).
2. Establish commercial relationships with contractors and advise on alternative forms of contract and procurement arrangements. Provide commercial input to the procurement team in order to develop and deliver clear strategies.
3. Contract awareness and ability to liaise with legal experts.
4. Liaise and support the Project Control team to ensure timely and clear reporting throughout the business.
5. Commercial Management of the NEC4 suite of contracts with particular focus on Options E and C.
6. Support the development, maintenance, and oversight of the project pipeline for the period of 2024 to 2034 to facilitate Strategic Projects Team, Purchasing and Contractors discussions that will support Contractors grow/resources allocation for future projects.
7. Deliver effective stakeholder management of the Strategic Agreement Contractors through the development, implementation, and monitoring of framework KPI’s and contractual arrangements to ensure continuous improvement.
8. Identification of lessons learned and required improvements as well as implementation of these at the front end of the process.
9. Provide commercial and contract management expertise/guidance to Business users and commercial expertise/guidance to QS’s and cost managers.
10. Ensuring compliance is achieved and maintained (SPT contracts and standard conditions of contract NEC4 - Options A, B, C & E).
11. Influence Project Managers and the commercial team to continuously improve the focus and management of commercial matters.
12. With the Project and Project Controls team, undertake monthly project reviews identifying mitigation of any potential commercial risks/disputes.
13. In conjunction with Project Managers, responsible for preparing financial forecast of each project.
14. Identification of project workload requirements & coordination of QS and Cost Manager resources.
15. Collaborate with SPT Management Team including Director to review and implement decisions associated with all commercial and contractual escalated matters.
16. Delivery of Cost and Volume Tables for OFGEM Regulatory Reporting Pack and other Regulatory data specific to each project.
What you’ll bring
1. Degree in Quantity Surveying, relevant discipline, or equivalent experience.
2. Chartered Member or Fellow (or working towards) RICS, ICES or CIOB.
3. Proven experience of line managing QS/commercial teams in a high value project/portfolio environment.
4. Experience of implementing strong governance, control and risk management frameworks for contract and framework management.
5. Experience of developing and managing Supply Chain.
6. Strong influencing skills when working with external and internal parties.
7. Strong interpersonal skills given requirement to interface with SPEN stakeholders and external contractors.
8. Proven verbal and written communication skills.
9. Proven analytical and decision-making skills.
10. PC knowledge of Microsoft applications.
11. Knowledge of the regulatory framework applicable to electricity networks.
