Job summary
The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army.
The Land Warfare Centre (LWC) is responsible for the delivery of military trade and collective training (UK and overseas) focused on ensuring our military personnel are appropriately prepared to meet their operational commitments in response to the needs of the Field Army. To achieve this there are eight Operational Groups under the command of the Director Land Warfare (DLW). The training schools achieve their objectives through a combination of MoD trainers (military and civilian) and Industry partners under contract.
The Land Warfare Centre (LWC) Business Centre supports the LWC Headquarters and respective training schools in ensuring that military training is delivered to the best effect. It delivers programmes to help improve training. It also provides recommendations regarding future adjustments to LWC’s business through the strategic oversight, governance, effective delivery, and performance management of key outputs across LWC’s portfolio of programmes, projects and business outputs.
This role is based at Waterloo Lines in Warminster and advertised as 37 hours per week. Requests to work flexibly will be considered, considering the business needs. Several work packages are on offer and can be discussed if successful.
Job description
This post sits within the Performance Management Team which currently manage contracts that are business critical, highest risk and that require the most significant management and senior staff engagement.
As the Higher Executive Officer (HEO) Performance Management, the role will involve Contract Management, Governance, Wider Stakeholder Engagement, Subject Matter Expert Input, support to future Procurements and Financial Management and Scrutiny of contract usage.
Key responsibilities include:
* Responsible for the oversight of the Contracts Finance / Budget delegations and day to day contract management in relation to specified LWC contracts
* Provide contract advice to stakeholders with various seniority across the MOD
* Management of contract Risk including co-ordination and review of risk registers
* Support assessments and analysis of the performance of Industry Partners (IP) through monthly performance measures to ensure acceptable contractual delivery, managing and monitoring remedial actions
* Providing contract assurance and governance, attending the governance boards and providing management information documentation
* Placing demands for resources from the customer
* Conduct performance reviews using feedback from customers, report performance using key performance indicators (KPIs)
* Processing transactions from commitment to reconciliation with robust audit trails and capturing benefits to support future contracts and betterment
* Chairs, leads, or attends other groups and meetings as required by the Senior Executive Officer (SEO) Performance Management
* Completing monthly Forecasts of Outturn (FOO) and additional financial information reporting as required
* Provide scrutiny and approval of Demand Orders to ensure they are contractually compliant
* Provide assurance and scrutiny of invoices against Demand Orders and supporting documents ensuring compliance against the contracts
* Approval of payments utilising MOD Contracting, Purchasing and Finance system including allocation of contract approvals
* Investigate discrepancies and other anomalies if required
* Capturing benefits to support future contracts and betterment
* Provide input / Management Information / Learning From Experience in relation to current contract performance to assist planning and estimating for future contracts
* Provide and maintain Forecast of Events (FOE) ensuring timely communication to the Service Provider
* Deputise for the SEO Performance Management where required
* Line management for 1 x Executive Officer Grade and Counter Signing Officer (CSO) for 1 x Administrative Officer
* Provide Governance and Assurance of events to ensure contractor compliance (some travel and overnight stays in the UK may be required)
Person specification
The successful candidate will have excellent analytical skills, able to evaluate information and data to inform decisions based on best available evidence in order to support improvements in Defence training. You will be confident managing a team and will be required to exercise sound judgement and demonstrate application of innovative thought.
Essential:
* You must be able to demonstrate performance management / contract management / finance experience
* Be computer literate and able to confidently use O365 applications (Outlook, Word, PowerPoint, Excel)
* Be able to work with stakeholders from across the organisation at different grades and ranks
