The brand encapsulates the spirit of the people, warmth of the welcome and the authenticity of the visitor experience in Northern Ireland. Brand campaigns are encouraging more visitors from key markets to experience a trip to Northern Ireland with particular success in attracting more visitors across the border. In 2023 there was an unprecedented number of visitors from the Republic to Northern Ireland, with over 1.3 million trips accounting for almost one quarter of all trips made in Northern Ireland. Overseas visitors accounted for over one third of all trips in Northern Ireland in 2023, while increasingly more Northern Ireland product is being added to tour operators itineraries from international markets. Tourism NI works closely with Tourism Ireland to win a bigger share of visitors to the island of Ireland. In 2024, Tourism Ireland set the target to grow regional, off-peak overseas tourism revenue by an average 6.5% year on year to 2030. Current investment includes a multi-million-pound refurbishment programme at Titanic Belfast, new hotels in Belfast, DerryLondonderry, and the North Coast and an expanding screen tourism product. Tourism NI is currently part of the bidding process to attract a number of major international events to Northern Ireland over the next five years, while planning is already underway to make the most of the opportunities in 2025 when The Open will return to Royal Portrush. PEOPLE & ORGANISATION DEVELOPMENT OFFICER GENERAL RESPONSIBILITY To assist with the management of People and Organisational Development activities across Tourism Northern Ireland (Tourism NI), to ensure that business needs are met in a professional, effective and efficient manner. MAIN DUTIES The Job Holder will be responsible for the following areas and activities: Organisational Development (OD) Support with the development of innovative OD projects, programmes and initiatives to achieve Operating Plan objectives and support organisational values. Support the People & OD Manager with any organisational change, successfully following all relevant protocols and processes. Implement efficient processes and systems to enable operational excellence, best practice and ensure Tourism NI is an employer of choice. Benchmark best in class and build relationships both internally and externally. Employee Relations Provide advice and guidance to Tourism NI Staff and Line Management on the implementation of Tourism NI Policies and Procedures e.g. absence management, probation, performance management, disciplinary and grievance procedures etc. Advise and coach Line Managers to enable them to operate effectively in the changing world of work. Monitor and highlight inefficiency and conduct cases and progress next steps, investigations and hearings in line with Tourism NI Policies and Procedures. Liaise and consult with Trade Union side on people matters. Data Management and Reporting Maintain a confidential, efficient and effective HR personnel record management and filing system, compliant with HR legislation and GDPR regulations.Analyse and report on People & OD metrics providing the People & OD Manager with up-to-date information and meaningful data to support decision making. Prepare and compile data required for monthly and quarterly Senior Management Team (SMT) or Board reports, including preparation of records and data for audits. Policy Development & Project Work Research, develop and review new and existing HR policies as required in accordance with HR best practice and the legislative context. Ensure the implementation of HR policies, processes and initiatives. Undertake HR related project work as directed by the People & OD Manager using good project management. Learning and Development Deliver and update onboarding and induction plans for the organisation. Contribute to and assist in the implementation of the organisation wide training plan including identifying learning and development needs. Collaborate with colleagues to research, benchmark and identify suitable training courses and learning solutions. Working in partnership with Tourism NI employees to deliver a suitable programme of activity. Develop, procure and deliver suitable training materials, documenting, monitoring and evaluating learning and development outcomes. Assist in the application and maintenance of IiP (Investors in People) status as well as other relevant recognition schemes. Reward and Recognition Prepare administration of payroll, including the implementation of pay awards, salary sacrifice schemes and recognition schemes and manage communications on a monthly basis. Advise and consult with Tourism NI employees and their representatives on changes relating to Terms and Conditions. Coordinate and contribute to Health & Wellbeing initiatives and projects to support Tourism NI employee wellbeing. Coordinate and contribute to Tourism NI reward and recognition initiatives. Performance Management Assist in the implementation of the Tourism NI probation and performance management process. Oversee the Job Description update process and compile organisation wide learning and development requests. Recruitment and Selection Coordinate the recruitment processes end-to-end to attract top talent ensuring the best fit for the organisation. Develop Job Descriptions, prepare advertisements, and check application forms. Participate in recruitment and selection activities as HR panel member. Manage the job offer, internal communication and the new start process. Ensure that practices are in accordance with Policies and Procedures as well as relevant legislation and codes of best practice. Administer annual and three yearly Equality Commission returns. Employee & Budget Management Support with managing, motivating and developing the People & OD Team to ensure that key activities are undertaken professionally in an efficient and effective manner. Support management to ensure that Unit activities are managed in line with Tourism NI Policies and Procedures and values and behaviours. Assist in the delivery of Unit Plan objectives and administer the budget lines in line with Tourism NI Financial Procedures. Additional Duties Provide briefing material and draft responses and reports/emails as and when required by Tourism NIs Senior Management Team, the Department for the Economy, the NI Assembly and members of the tourism industry/public within the specified timelines, in an appropriate and professional format. Ensure Unit records are maintained, stored and disposed of in accordance with Tourism NIs Policy making appropriate use of record management systems including Microsoft Teams and SharePoint. Provide cover for management within your division to include decision-making and attending meetings in their absence. Attend training as and when required and keep abreast of current and projected developments in your area of work. Any other relevant duties required by Tourism NI management.
