Strategic Partnership Manager, Public Health
An exciting opportunity has arisen for Betsi Cadwaladr Health Board (BCUHB) to appoint to a senior position within the Public Health team.
The Strategic Partnership Development Manager will play a critical role in leading and delivering the Well North Wales Programme for North Wales. Well North Wales will change the way we deliver population health across the whole system, with significant focus on reducing health inequalities through developing innovative and collaborative approaches to prevention of ill health.
This key role within the Public Health Directorate will drive prevention strategy implementation and be responsible for achieving key deliverables. The post holder will need to be a confident and experienced relationship manager, with an eye for detail and background in partnership development, planning, delivery, and commissioning. The post holder will have significant experience of North Wales and local partners, primary care, the third sector and public health.
Main duties of the job
* Provide challenge to existing ways of working to ensure that services are evidence based, targeted, safe and provide value for money.
* Communicate directly with internal departments, partner organisations, elected representatives, community groups and the general public through meetings and formal presentations to inform the requirements for future service delivery.
* Respond effectively to challenge and convey the benefits of new service models and the rationale for the change to service delivery and associated contracts.
* Have responsibility for coordinating a consistent approach which delivers the successful implementation of the partner agreements.
* Support the Public Health Senior Team in delivering the programme of activity on time, thus minimising associated risks, including reputational, service, relationship and financial.
* Provide leadership and direction to the planning and delivery of the programme across North Wales.
* Provide highly specialised advice, credible strategic and managerial leadership across North Wales.
* Be highly skilled in reviewing evidence and data across a range of sources, to inform case for change.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.
There will be an expectation for frequent travel across the region for face to face meetings and also nationally, by nature of the role to fulfil duties.

Qualifications And/or Knowledge
Essential criteria
* Masters degree or equivalent experience in a domain highly relevant to the post.
* Management or professional qualification at postgraduate level or equivalent experience.
* Thorough knowledge of the NHS and the issues facing it, particularly in relation to North Wales’ population health and well-being.
Desirable criteria
* Public Health qualified knowledge/experience.
* Public Service - Strategic Leadership qualification.
Experience
Essential criteria
* Significant experience within a Senior Operational Management position.
* Able to provide examples of real progress against key objectives in the development and delivery of services in a complex environment.
* Leadership and major change management.
* Experience of developing business plans which reflect/support corporate objectives.
* Evidence of commissioning services.
* Evidence of evaluating and delivering services.
* Successful track record with evidence of business and operational planning.
* Experience of significant resource management - financial, human and capital.
* Understanding and experience of Value Based Health Care and Whole System Approaches.
* Proven experience of implementing service change in a complex multi-partner environment.
Desirable criteria
* Experience of working within public health, primary care, social prescribing, wider determinants of health and commissioning.
