Portfolio Office Expansion Programme
As part of a major transformation, Scottish Fire & Rescue Service are expanding their Portfolio Office to enable significant internal transformation initiatives. This expansion will enable the effective delivery of a variety of organisational change programmes whilst also enhancing the growth and effectiveness of the Portfolio Office function. Ultimately, this expansion will aid in the delivery of a fit for purpose and cost-effective Public Service.
The Role
This role will be focused on critical new software projects using SaaS solutions. This will require understanding complex parts of the organisation that interact with multiple teams. High level requirements will need to be refined to ensure that what is delivered meets the needs of the organisation. There is also a need to understand the operating model more fully (process, organisation, technology etc.) that exists and how this will need to change to deliver the maximum value from the project.
As part of the role, you will be involved in developing a standard set of techniques and templates that can be used. Embedding best practice around creating end to end solution designs for projects and change. And helping ensure there is a user-centered approach to analysis and design.
To be successful in this role you should have:
* A Degree in a related discipline or equivalent experience
* Excellent communication and inter-personal skills
* Ability to work with cross-functional teams and stakeholders at all levels
* Experience using business analysis techniques, such as structured systems analysis and design method (SSADM)
* Experience of process mapping As Is To Be
* Excellent written communication skills and ability to produce robust project documentation
* Experience of working across the entire solutions delivery lifecycle (or software development lifecycle)
* Knowledge of cost-benefit analysis or basic financial analysis techniques
Desirable skills
* UML
* POPIT model
* Understanding of operating models
* Prince2 Practitioner or Agile PM Practitioner
