Framework Manager Capital Delivery Programme Location: Exeter Salary: £90,000 per annum Framework Value: Approximately £50m per annum Our Role As a Framework Manager working within the amplify Alliance, you will be responsible for delivering infrastructure works in a Joint Venture between Network Plus and Envolve. Schemes will vary across Clean and Waste Water activities, including Storm Overflow Works, Mains Renewals, and Pump Station Upgrades. The geography of the work spans across Bristol, Bournemouth, Devon, and Surrey. You will be responsible for the operational and financial performance of the contract, ensuring safe, timely, and efficient delivery while meeting key customer expectations. You will support the client in achieving key outcomes, including delivery of contract KPIs, management of capital delivery programmes, and oversight of both operational and back-office functions. Key Responsibilities We are looking for someone to: Health, Safety & Compliance Ensure all work complies with health, safety, welfare, and environmental regulations. Ensure subcontractors and direct labour are assessed for health and safety competence before commencing work. Assess operational risks and ensure site-specific method statements and risk assessments are in place in advance of works. Lead design reviews and HAZOPs to identify risks and ensure project safety compliance. Financial & Commercial Performance Drive financial performance, ensuring contract P&L aligns with forecasts. Oversee cost management, cash flow forecasting, and financial reporting. Lead Contract Value Reconciliations (CVRs) and estimating reviews to ensure robust financial control. Ensure compliance with the clients authorisation requirements, contract specifications, and internal quality systems. Manage subcontractor relationships, agreeing terms and conditions operationally and commercially. Operational Management & Programme Delivery Deliver capital projects efficiently, meeting programme deadlines and budget expectations. Oversee design reviews, ensuring compliance with engineering and contractual specifications. Control documentation from cradle to grave, ensuring efficient back-office support. Ensure alignment of project delivery with strategic objectives, tracking and reporting key performance metrics. Leadership & Team Development Lead and develop a multi-disciplinary team, ensuring high performance and continuous improvement. Support and drive the development of personnel within your area. Conduct regular team briefings and ensure effective two-way communication. Provide strong leadership in change management, identifying barriers and driving solutions. Client & Stakeholder Management Build and maintain strong client relationships while ensuring contractual conditions are upheld. Act as an integral part of the business development approach through client interface and company governance. Engage with senior stakeholders to drive efficiencies and improvements. Key Experience Proven experience in managing high-value capital delivery programmes. Extensive knowledge of forecasting, budgets, and financial reporting, including CVRs. Experience in estimating reviews, design reviews, and HAZOPs. Management of subcontractors within complex infrastructure projects. Leadership of multi-disciplinary teams in a high-volume contract environment. Commercial and operational management of contracts valued at £50m per annum. Track record of identifying and resolving process and performance gaps.
