Rail Civil Infrastructure Manager
DeFi Recruitment has partnered with Gloucester Warwickshire Steam Railway PLC (GWSR) assisting them with a key full-time hire focused on maintaining the railways civil infrastructure.
The Company:
GWSR PLC gained its Light Railway Order to operate 40 years ago this year. The railway covers an overall distance of 14 miles with 6 stations (Broadway, Cheltenham Race Course, Gotherington, Hayles Abbey Halt, Toddington, and Winchcombe). The Railway is home to 45 bridges (10 road and rail interfaces), 2 tunnels, a 15 arch viaduct and 65 culverts and drains.
GWSR is one of the top five tourist attractions on the fringe of the Cotswolds. The Railway typically carries 100,000 passengers each year. Approximately 900 volunteers are registered to work at the railway. There are 6 full-time and 3 part-time permanent staff in mainly administrative roles.
The Role:
Responsibilities:
* Manage the inspection of the railway’s bridges and structures and maintain them in a fit and safe state at all times for the operating periods.
* Ensure timely and cost-effective repairs are undertaken to minimise disruption.
Principal contacts with other departments:
* Permanent Way Manager – to agree timing and scope of work.
* Head of Signalling – to agree timing of work planned and scope of work.
* Operations Manager – to agree timing of work planned on bridges and structures, line possessions, safe hand-back etc.
* Finance Manager or Finance Director – to plan expenditure, manage contracts with sub-contractors, develop and follow an annual budget subject to any funding constraints.
* Human Resources Director – recruitment and training of volunteers.
* Safety Director and Process Assurance Manager – compliance with ROGS and ORR requirements.
* Marketing Manager – liaison in connection with publicity material and awards.
Principal direct reports:
* Volunteer bridge engineer(s).
* Volunteer manager of line clearance and line drainage teams.
Gloucestershire County Council:
* Liaise with the County Council in respect of the road/rail interface on all bridges where they have an interest.
Sub-contractors:
* Establish the specification, negotiate with potential suppliers, obtain a quotation and seek approval to proceed from the Civil Engineering and Finance Directors.
Other responsibilities:
* Advance the railway with the newly commenced Biodiversity project and enhance the green credentials of the railway.
Reporting:
* The Civil Infrastructure Manager will report to the Civil Engineering Director.
* A monthly report to be issued to the Civil Engineering Director on activities, works completed and planned for presentation to the Board; attendance may be required from time to time.
Qualification and Experience:
* Suitably qualified Civil Engineer with experience of bridges and/or structures.
* Experience of 5-10 years on infrastructure.
* Railway experience is desirable but not essential.
* Knowledge of ORR requirements is preferable.
