Job Title: Passenger Transport Manager Starting Salary: £59,538 progressing to £66,643 pa Hours: 37 Location: Stevenage with hybrid working opportunities (min 2 days a week in the office). Some travel across county required Contract Type: Permanent Directorate: Growth & Environment About the team We are looking for a Passenger Transport Manager to lead important front line operational services while maintaining and developing relationships with elected members, senior managers and officers from across the authority, other public bodies and commercial operators and suppliers. The Post holder will manage the Intalink Enhanced Partnership which has a number of strands within Passenger Transport. The Passenger Transport Manager will need to amend work programmes and schedules to maximise value for money and outcomes for Hertfordshire's residents now and in the future and work towards a fully integrated model across Hertfordshire County Council and partner organisations. About the role To ensure the delivery of Passenger Transport Unit Services. To manage and have direct budget responsibility for 5 teams within Passenger Transport Unit including, Network/Travel Planning (all bus routes across the county and S106 development), and Research and Service Improvement (including Publicity/Marketing/Real Time Passenger Information), DRT/Community Services, Campaigns and Partnership and the programme team for BSIP To lead the Bus Service Improvement Plan (BSIP) programme of works within the Passenger Transport areas To ensure the development and delivery of Strategies, policies and contracts for Passenger Transport services. To have knowledge of passenger transport legislation. To lead on the strategic direction for all passenger transport programmes including, cross boundary bus services, bus infrastructure, Savercard scheme, English National Concessionary Travel Scheme (ENCTS). To lead on the Enhanced Intalink Partnership (a partnership that consists of all bus operators, rail operators and district councils). A statutory partnership that gives powers to influence the running and cancellation of all bus services across Hertfordshire. Leading on the rail partnerships and connectivity across rail and bus. Manage relationships with rail operators. To lead and establish effective relationships with departmental clients and implement services through effective contract management and service level agreements. The post holder is the contract manager for the bus stop and shelter contract across Hertfordshire. Manage the relationships with bus operators to joint plan, share data, deliver cost effective services and manage the relationships with Members and external partners Manage the production of all of the ticketing functions for Hertfordshire County Council, including Savercard and Elderly Concessionary Passes, in conjunction with Children's Services and the Customer Service Centre Have responsibility for data and data source management with respect to the performance of the service, monitoring trends and forward planning, and compliance with audit requirements. About you Essential • Significant experience in Passenger Transport • Knowledge of relevant legislation/code of practice relating to Local Government and Passenger Transport • Experience in leading a large operational teams within a complex organisation • Knowledge of key local government bodies and associations in Passenger Transport • Proven track record of delivering Passenger Transport Integrated Transport solutions • Knowledge of the role of technology in transforming transport and related services • Experience in working in a political environment • Knowledge of delivering change • Strong influencing and negotiating skills • Ability to lead and motivate staff • High level of financial management and relevant systems / budgetary Desirable • Educated to degree level or equivalent This job role is within the Community Services, level 14 job profile.
