Job Summary
In November 2024, Zero Waste Scotland launched its Corporate Plan outlining our circular economy ambitions and strategy for the next five years. Additionally, from April 1, 2025, as a non-departmental public body, we will formally become subject to associated legislation and duties. This is a period of significant opportunity for both the organisation and for a newly appointed Governance and Compliance Manager to join us, as we evolve and build on our current success. The Governance and Compliance team are core to delivering our Corporate Plan and meeting our duties, particularly around information governance and management, risk management, wider governance and compliance activities, and the embedding of new requirements that support our transition and evolution.
As an experienced and highly qualified Governance and Compliance Manager, you will play a crucial role, alongside your team of officers to manage all of these requirements and steer Zero Waste Scotland towards operational excellence in this area, whilst supporting colleagues across the organisation with embedding governance and compliance duties into their everyday work practices.
Reporting to the Head of Finance, you will have a leadership, management, and advocacy role for the governance and compliance activities of the organisation, including responding to information requests, risk management, management of budgets, and a team, that will enhance Zero Waste Scotland and meet our obligations to Non-Departmental Public Body status. This is an ambitious role where your contributions will be vital in ensuring our duties are met, whilst facilitating opportunities for continuous improvement and evolution of the Governance and Compliance function and providing support to the Head of Finance.

We want you if:
* Degree or professional qualifications in information management and data practitioner
* Previous experience as a Data Protection Officer
* Track record of leading and application of management of legislative and legal requirements relating to data, information, records, and compliance for similar organisations
* Experience in managing risk and assurance for similar organisations
* Strong experience and adeptness in stakeholder management with excellent interpersonal and communication skills
* Ability to communicate with a diverse, technical and non-technical, and relevant range of audiences in a clear, confident, and effective way; willingness to share knowledge and expertise
* Effective advisory and influencing skills; strategic and tactical recommendations; provision of accurate and effective advice and guidance to colleagues
* Experienced in specifying requirements for technological and cultural solutions related to managing processes and systems
* Experience drafting official organisational documents, policies and procedures
* Excellent understanding of information & knowledge resources, databases, and associated and evolving technology
* Excellent attention to detail
* Project management and process mapping skills
* The ability to maintain exemplary levels of confidentiality and discretion in the handling of sensitive data and information
* Ability to build positive working relationships with internal and external stakeholders and lead on behaviour change in the area of records and data management
* Track record of demonstrable continuous improvement
* Track record of managing a team and/or governance and compliance delivery
What you'll be doing:
Legal, Regulatory, and Organisational Framework for Information Governance and Records Management
* Strategic and operational management of Information Governance and Records Management, which includes up to date knowledge, understanding, experience, and communication of the impact of the legal and regulatory framework/environment for records management in Scotland, the UK and Europe including but not limited to GDPR 2018, Data Protection Act 2018, Freedom of Information (Scotland) Act 2000, Public Records (Scotland) Act 2011, Re-use of Public Sector Information Regulations (2005)
* Create aligned and appropriate decision-making, governance, and assurance process(es) within the organisation
* Hold named Data Protection Officer role with Information Commissioner’s Office, Records Manager role, and is accountable for information requests.
Records Management – Technical
* Apply and adapt records management standards and best practice appropriately and effectively to the organisation’s context
* Implement a range of appropriate records management tools and maintaining best practice by applying techniques such as, but not limited to, Classification, Disaster Planning, Functional Analysis, Performance Improvement Methodologies
* Critically assess current procedures, designs and implements workable data and information governance solutions for continual improvement as well as performance measurement and/or compliance frameworks
* Identify opportunities to improve quality of data throughout the organisation establishing wider data management competencies within the organisation
* Optimise safety and value of data, minimise data risks, and increase data literacy
Risk Management
* Lead on, management report on, and drive cultural change around risk and reporting of risk across the organisation
* Enhance the consistency of accurate, objective, evidence-based risk reporting and implementation of effective risk control measures to inform assurance and support audit.
Management
* Manage self, team, and colleagues across all levels of the organisation to be appropriately versed and trained on NDPB legislative requirements applied to Zero Waste Scotland
* Manage and motivate the governance & compliance team, to deliver continuous improvement in line with organisational values and behavioural competencies to fulfil ambitions of the corporate plan.
Communication
* Identify and engage with key internal and external cross-functional stakeholders across departments, through a culture of collaboration and openness, to secure buy-in, support, and behaviour change for governance and compliance activity, projects, and requirements.
Project & Stakeholder Management
* Create, develop and manage effective internal and external relationships to manage implementation, embedding, and continuous improvement in records and data management.
* Apply a range of relevant project management techniques against management of multiple and complex projects
Professional Networking
* Create and deliver comprehensive training for all staff, highlighting their records management responsibilities as well as ensuring that colleagues have the appropriate skills and knowledge to assume any recordkeeping roles.
* Proactively liaise and form working relationships with colleagues in related (records management) fields.
* Keep up to date with professional developments and actively participate within the professional community
