Keltbray Infrastructure Services Ltd is currently seeking a Lead Principle Design Engineer based in Preston Brook, Runcorn, Cheshire. Joining our Wentworth House Rail Design Team, the ideal candidate will have experience working in Rail or Civil Engineering.
The Principal Design Engineer is responsible for leading, creating, preparing, modifying, or contributing to designs or arranging for, or instructing others to do such work. The appointed person will have accountability for the day-to-day management and coordination of the technical and engineering activities within a specific engineering discipline.
This key role within a design project has overall accountability for all engineering activities and will provide the Project Manager and project team with engineering integration, guidance, and support to enable project compliance. This role will include:
* Undertake/lead design in accordance with WHRS quality management system, to meet agreed programmes and budgets.
* Undertake System, Basic, Allocation, and Construction design of railway electrification in accordance with appropriate International, Railway Group, and Network Rail Company Standards.
* Act as Checker and Approver of designs as appropriate.
* Ensure that the Company Design Assurance is applied to all allocated projects.
* Assist in the determination of the design scope and the subsequent preparation of the valuation of design elements as part of the tendering process.
* Undertake site surveys.
* Lead and manage the team of engineers and technicians in the production of design calculations and drawings.
* Maintain coordination of feasibility studies, together with outline and detailed design proposals.
* Approve the work of design engineers and CAD technicians.
* Manage the interfacing of allocated Design Team(s) with Construction and Commissioning Team(s) where relevant to allocated electrification design & construct projects.
* Assist in maintaining Design Procedures to ensure they meet the company’s quality and environmental procedures and current best engineering practices.
* Undertake the role of Contractor’s Responsible Engineer as required.
* Undertake the role of Contractor’s Engineering Manager as required.
* Perform other duties as allocated by the Company, within the capabilities, qualifications, and certification of the post holder.
* Undertake consultancy projects (feasibility, outline design, etc.) in the role of Senior Project Engineer.
* Deputise as PHED as required.

Qualifications:
* Degree qualified in a relevant engineering discipline or equivalent.
* 10+ years proven railway electrification experience (15+ years if not Chartered).
* Demonstrate application of, and compliance to, Engineering Assurance processes and requirements that relate specifically to the discipline for which they are being appointed.
* Certification in CDM Regulations 2015 with a sound understanding of the designers and client’s requirements.
* CEng status within a relevant Engineering Council Approved Body (IMechE, ICE, IET, PW).
Knowledge:
* General overall competence in design as detailed by the Client.
* Able to demonstrate they meet the performance and knowledge requirements of CRE01 as detailed in B.7 of NR/L2/RSE/02000/001.
* Experience of reviewing works to ensure discipline technical requirements are met and relevant discipline standards are complied with.
* Understanding of different engineering disciplines and the relationships and interdependencies between them.
* Sound understanding of Network Rail’s requirements regarding the Risk Assessment process.
* Knowledge of Railway Group and Network Rail Company standards.
* Understanding of safety, quality, and environmental issues relevant to the railway environment.
* Knowledge of Rail/Civil design range applicable to current projects.
* Able to demonstrate discipline-specific technical capabilities in line with an approved framework for that discipline.
* Experience in Technical Queries (TQN), Requests for Information (RFI), Early Warning Notices (EWN), and contract variations.
* Experience in Commercial and Design processes.

* Ability to implement practices to meet technical requirements.

* Proven ability to prepare engineering documentation.
* Experience in using Microstation and Projectwise (desirable but not essential).
Experience:
* Proven experience at Management Level.
* Strong People Management skills and a proven track record in tendering and managing standard/complex/major projects, including sub-contractors.
* Commercial awareness with knowledge of both budgetary and financial control.
* Excellent relationship management skills.
* Ability to work across conflicting interest groups to develop solutions to complex operational and commercial problems.
* Comfortable with ambiguity, able to tease out sensitive issues and lead cross-functional teams towards solutions.
