Assist in the provision of high quality, flexible and responsive service relating to the investigation of environmental protection matters and antisocial behaviour to help promote a clean, safe and secure environment for the local community in Fife. Responsible, through education or enforcement, for ensuring compliance with legislative requirements including all relevant Acts, Regulations, Conditions, and Approved Codes of Practice. This will involve carrying out patrols, carrying out investigations, giving advice and taking legal action where necessary, including liaising with other teams, Services and Enforcement Agencies when appropriate. Gather evidence and carry out investigations in relation to environmental issues and low level ASB complaints. Liaise with customers, colleagues and partner agencies to collate evidence and take action to achieve a satisfactory resolution. Decide if a vehicle is abandoned by conducting appropriate checks with DVLA and therefore taking appropriate action including the serving of notices to ensure remove for storage or destruction in accordance with approved procedures, including communication with Removal Contractors, Police, DVLA etc. Deciding on appropriate action to be taken, including providing advice, issuing warning letters, serving Statutory Notices and Fixed Penalty Fines. Preparing and submitting standard reports for consideration of the Procurator Fiscal with respect to non-compliance with statutory requirements. As part of an investigation, conducting interviews with both witnesses and possible offenders with a view to gathering evidence and obtaining witness statements. Investigate, gather evidence and report vandalism, property damage etc in streets, closes back greens/communal/open spaces to the appropriate agencies. Facilitate Community Clean Ups and when these are not possible the jobholder can order removal of debris from gardens or areas. Agree priorities with local communities and attend Multi-agency/Tenant and Residents/Enhanced Community Engagement/Community Council meetings as required. Maintaining detailed records and providing written reports to Line Manager on responses to reports of alleged illegal activity and the action taken. Develop and implement promotional and educational activities designed to highlight awareness of environmental, health and cost implications associated with antisocial behaviour, littering, dog fouling, abandoned vehicles, illegal dumping and noise nuisance. 1. Educated to SVQ2, National certificate, or Higher level, or equivalent
2. Good standard of written English
3. Ability to undertake weekend working (minimum 2 Saturdays per month)
4. Applicants should hold a full current driving licence
5. Experience in dealing with the public
6. Conflict Avoidance/resolution skills
7. Very good communication and persuasive skills with ability to remain tactful, firm, fair in potentially confrontational situation
8. Requires to be assertive and tactful when dealing with members of the public and organisations when undertaking enforcement and educational duties
