Job summary We are recruiting a Senior Estates Adviser to join the NHS Wales Shared Services Partnership team (Specialist Estate Services) to provide cost advice and focused proactive support for the development of capital funded investment proposals. This support is provided to all NHS organisation in Wales as well as to the Welsh Government. The role focuses on the cost of estate development initiatives, and encompasses all development, construction, and commissioning costs, as well as costs associated with risk, professional fees, equipment, infrastructure and achievement of net zero. The role would also provide advice on construction procurement strategies as well as value for money. We are looking for a recently qualified Quantity Surveyor, ideally with a few years' experience and with a strong commitment to personal professional development. We are keen to hear from those who are working towards Chartered status as well as those who may have recently become Chartered. Experience of NHS organisations and clinical care environments in particular would be an advantage but can be learned. Experience of capital development projects, including business case development, would also be an advantage, but can again be learned. Main duties of the job The primary role of the Senior Estates Advisor will be to scrutinise the estates content and capital cost of business cases and provide advice to the Welsh Government (WG) on the affordability and value for money of the selected options. The Senior Estates Advisor will work closely with the Service to ensure that business cases are robust. This will include supporting the Service with both financial and non-financial analysis. The Senior Estates Advisor will also be required to support the WG with the development and management of the All-Wales Capital Programme by providing specialist advice on cash flow and other aspects of capital management. The Senior Estates Advisor will also be responsible for the provision of advice and support to the WG and the NHS Wales on a wide range of estates related matters. This work will include the scrutiny and development of Estate Strategies and the development and maintenance of capital, revenue, and life cycle cost models to support strategic decision making as well as providing advice on matters of contract administration and dispute resolution.
