Job overview
System Chief Midwife required to provide leadership to the Local Maternity and Neonatal System, to drive system transformation in collaboration with Hertfordshire and West Essex Directors of Midwifery, Obstetric, and Neonatal leads. A system leader focused on delivery of the national 3-year strategy for maternity and neonatal services, supported by lived experience of women, partners, and their families.
Local Maternity Neonatal System leadership is central to leading and shaping maternity and neonatal services, in developing a high-quality maternity system; with services that are person-centred, reduce variation in quality that promotes an inclusive culture for maternity and neonatal care across Herts and West Essex.
This is an opportunity for a dynamic individual who has a track role in leadership to play a key role in the system that leads to a culture where delivery of safe is effective, of high quality, and is inclusive for all.
Main duties of the job
1. Lead on behalf of HWE LMNS, ICB Chief Nurse, ICS SRO for Maternity and Neonates, ICB Executive team, Director of Clinical Program, the HWE Maternity and Neonatal Teams, Provider Trusts.
2. Lead on LMNS Priorities alongside Providers, Partners, Operational Delivery Network, East of England region colleagues.
3. Undertake Chief Midwife Safeguarding leadership for HWE ICB system.

Qualifications
* Registered Midwife and current registration with NMC
* Educated to master’s degree level or equivalent.
Knowledge and Experience
* Evidence of continuing professional development
* Leadership, vision, strategic thinking, and planning with advanced political skills.
* Able to analyse both strategic and operational issues.
* Experience in leading major change.
* Senior management experience and experience of presenting and operating at sub-board level in a large health or care organisation.
* Able to translate policy into strategy.
* Knowledge of legal and statutory obligations required for good governance.
