Job summary
Reporting to the Quality Governance Systems Manager, the post holder will work as a core member of the Quality Governance Systems Team, bringing together a range of disparate bespoke IT systems, end user created databases and spreadsheets into a single system (Radar Healthcare).
The post holder's role is key in the provision and support of the Quality Governance data management and interface systems; covering the design, development, implementation, support and maintenance of infrastructure reporting.
They will also be responsible for creating dashboards in Power BI from multiple systems including the Radar Healthcare system, Careflow and others to give a consolidated view and support the data-driven CQC requirements. The post holder will also deputise for the Quality Governance Systems Manager on occasions.
Main duties of the job
The post holder will have an understanding of the key Quality Governance System (Radar Healthcare) and the business processes for each of the Quality Governance work-streams within it. Currently 13 business processes/stakeholders including Safeguarding, Patient Experience, Information Governance, Legal and Nursing Quality.
The post holder will work effectively with Quality Governance leads, Divisional Management Teams and Divisional Governance Teams to advise and shape the development of effective internal reporting mechanisms. This will include working with the Nursing Quality Lead, to understand gaps and opportunities for improvements within both processes and systems.
The role also requires the evaluation and implementation of new functionality, which goes towards delivering the Trust's future information strategy. The Trust's underlying data warehouse is currently situated in an SQL server database, and the post holder will be responsible for building and managing the performance of various reporting interfaces which are both externally and internally facing, to ensure the Trust can meet existing and new national/local reporting and business intelligence requirements for Quality Governance.

INFORMATION MANAGEMENT
To manage the day-to-day running of the Trust's Quality Governance reporting and data management systems, undertaking problem analysis and liaising with appropriate staff as required, ensuring the integrity and smooth running of these systems.
To monitor data utilisation activity and ensure efficient access to information, working with data analysis and design functions where appropriate.
To create and update documentation for all new and existing processes/system developments, to allow ease of maintenance, and to ensure appropriate training or advice is given to other members of the department.
Work closely with the Information, Data Quality and Intelligence Analysts to ensure that the construction and presentation of data across multiple systems and reports is consistent and supports their requirements.
To ensure that all designated project work is completed to specification and within the required time frame to agreed standards.
Participate in giving presentations of applications and reports to users and other interested parties, including senior operational managers, as and when required.
Ensure that all processes and applications are properly tested, with appropriate liaising with prospective users to organise testing using real or realistic data.
To continually support the Quality Governance Systems Team in the provision of accurate and timely datasets to fulfill reporting requirements of external stakeholders such as the Department of Health (DH) and regulatory bodies.
Liaise with clinicians, senior Trust staff and relevant project teams to establish user requirements and business objectives to enhance the Trust's reporting and data management systems.
Participate in team, professional and personal development activities and promote a commitment to continuous development and improvement.
Participate in and attend appropriate training courses and development activities relevant to the job as required.
To be the point of contact for specialist IT and Information staff as well as non-technical staff and management, providing specialist advice and guidance in the use of querying, reporting and analysis tools and answering queries regarding any issues with data extracts and data management processes.
SERVICE DEVELOPMENT
Support the delivery of the strategic development of designated Quality Governance Trust information and clinical applications and reporting systems, including systems analysis and design.
To develop and implement processes and solutions to assist clinicians, academics, senior managers in operational roles, the performance directorate and other information staff to meet the information requirements of the Trust as a whole.
To assist in the design and development of key systems that extract information from appropriate data sources as required, using own judgement as to appropriate methods of extraction and presentation.
To participate in the periodic review of the Trust's data manipulation processes and software, and to suggest and provide development solutions where appropriate.
To undertake regular reviews to monitor and improve on data interrogation and production performance, using relevant software, including implementing clustered and non-clustered indexes on required fields to optimise database performance.
Continually work with the Quality Governance Systems Team members in identifying routine data manipulation tasks, and where possible developing automation routines for these tasks.
To develop and maintain familiarity with relevant software tools and packages selected for use within the Trust.
Liaise with Trust staff and external system suppliers as required regarding access to systems and datasets and to assist in the evaluation of software/systems and associated upgrades.
To lead on the development and deployment of informed reports and analysis using web-based reporting services.

The post holder may at times be required to work in collaboration with the Trust's Business Intelligence Department to provide specific informatics for their operational and corporate area.
Person Specification
Essential
* Microsoft Certified in the use of SQL Server or equivalent knowledge and experience gained through any combination of alternative study, employment, or voluntary work.
* Degree in Computer Science or equivalent knowledge and experience gained through any combination of alternative study, employment, or voluntary work.
* Application of academic learning and MSc in Health Informatics with a specialist module in statistics or equivalent knowledge and skills gained through any combination of alternative study or employment.
Desirable
* Management/leadership training/qualification or equivalent in experience.
* Knowledge of the NHS data model and data sets.
