The purpose of the job is to work as a member of the Children, Education and Families (CEF) team where you will be responsible for developing, leading and managing EAL/ESOL programmes to an increasing number of newly arrived migrants for whom limited English hinders integration.
Funding supports working with Ukrainian/Afghan/Hong Kong (BNO) residents across the county of Oxfordshire.
The postholder will work within the Migrant Education, Employment and Adult Skills team, and also, for the Oxfordshire Migration Partnership. The role is integral to the Migrant Employment Framework that supports newly arrived migrants into work for education. A major focus will be on 16-19 year olds in a co-ordinated approach that links school EAL to adult ESOL.
Key Responsibilities
Work with a wide range of data sets including local and government sources
Work with known Oxfordshire organisations who have ongoing established information on EAL/ESOL, (University of Oxford and the Migration Centre) and organisations with up-to-date project data
Develop a package of support for EAL/ESOL, matching individuals’ locations, skills, circumstances, mental and other health barriers, and aspirations with the needs of Oxfordshire employers
Work with recruiters including DWP, New Recruits, Hire to Inspire (H2i) etc to support guests into work which match their skills, experience, qualifications and level of spoken and written English
Develop an In-Work Support package to ensure the highest possible retention rate, as well as WBESOL support
Support the appointment of workplace champions and the design and implementation of a workplace mentoring programme
Support an employers’ ‘Buddy’ scheme to develop and implement EAL/ESOL policies and practices for migrant employment
Work with DWP and other providers to identify and signpost appropriate training and conversion courses
Support the establishment of Mentor programmes for migrant employees, where appropriate
Lead the development of ESOL, Work-Based ESOL (WBESOL) and IELTS programmes across Oxfordshire for migrant groups, including On-Line Learning (e.g. WEA), English Language Learning App provision (e.g. Flash Academy), Face to Face lessons in venues across Oxfordshire including the development of local libraries as Learning Hubs

Qualifications:
Qualification in EAL/ESOL – level 3 or above
English Language, Mathematics and ICT GCSE Grade C or above, or equivalent, or comparable ability
A minimum of 2 years EAL/ESOL teaching
Use of a car in order to travel to different locations
Knowledge:
Knowledge and understanding of education stakeholders and providers - desirable
Experience:
Experience of handling data and statistics and retrieving data
Experience in writing copy in plain English
Experience of supporting successful events - desirable
Skills & Abilities:
Excellent time and task management skills and experience of delivering tasks under pressure.
Ability to be ‘hands-on’ as well as switching to tasks that require concentration
Proven ability to deliver quality written and oral communication to a range of audiences
Able to complete work to a high standard and on time
Self-motivated, flexible, well organised with an attention to detail and able to work as a member of a team
