Job details
The Contracts Management Officer is to assist with the proactive management of contract tendering to ensure goods and services are procured in line with the council's Code of Procurement.
To provide guidance and training to budget managers to enable them to effectively manage contracts they control and achieve value for money.
This role will work alongside the Procurement Lead Officer to provide assurance that the organisation is effectively managing its external spend.
About the role
To provide subject matter expertise for all procurement activity across the council, specifically helping budget managers understand the outputs they require from contracts being tendered. Ensuring these are documented in line with the Code of Procurement.
To monitor and manage the Contracts' Register for upcoming contract renewals and to work with the respective service budget managers to enable proactive review of renewal options, or termination of contracts, to be able to demonstrate the achievement of best value.
To verify the Contracts' Register is maintained in an up-to-date position by contract holders.
To guide managers when new contracts are entered into, to make sure the necessary reviews of contract delivery take place on a regular basis, managers understand what they need to do where contract delivery does not meet agreed terms and any changes to agreed terms are appropriately documented and approved.
To develop contract review documentation to assist managers, and facilitate the necessary training to embed this. To regularly review budget holders' contract management records for major contracts and identify corrective actions, if needed.
To work with internal support services such as Finance and ICT to help identify opportunities and improve digital procurement systems and opportunities, streamlining payment methods and improve quotation and tender management.
To maintain, by working with the service managers an up-to-date pipeline of work, in-line with PCR23. Monitoring of supplier performance to ensure contractual obligations are met and establishing and handling robust relationships with suppliers and internal team members.
