The Division is a commercially focused, customer facing team with skills in a range of built environment professions. The Property Delivery Plan seeks to deliver a rolling programme of 300,000 sq ft p.a. of new premises together with investment ready sites with an estimated capex of £200M over the next 10 years. The post holder will be responsible for leading specialist professional teams, to deliver strategic and complex capital and property projects on behalf of the Welsh Government, devising projects to support delivery of the Property Delivery Plan, deal making, and assessment of delivery options for a range of projects with private and public sector partners/ stakeholders. Projects may involve the construction, extension or alteration of commercial and industrial buildings, delivery of civil engineering projects and mains services and remediation of contaminated sites. The post-holder will provide senior level technical, delivery and assurance decision making on a range of technical programmes and projects which achieve a strategic impact for the economy and be accountable for managing, monitoring and evaluation of those projects and programmes and associated budgets. The post holder will represent Wales in discussions at the very highest level with multi-national companies, stakeholders and public bodies in Wales and where necessary with UK Government. The postholder will also champion a strategic approach to working in partnership with the public and private sectors, coordinating WG programmes and policies to improve the delivery of high quality employment sites and premises in the region, promoting cross cutting policies on sustainable development, decarbonisation, equal opportunity and social inclusion. They will act independently and provide leadership, advice and support to the Property team, and provide specialist construction and engineering advice and recommendations to the Deputy Director for Property. Provide technical and contractual advice to other parts of the WG based on professional qualifications, knowledge, expertise and extensive experience, the postholders advice and recommendations will be relied upon by senior officials and Ministers and used to inform their decisions. Job description As part of the Divisions senior management team the postholder will motivate, lead and inspire a skilled team of experienced and professionally qualified staff charged with delivering complex projects in a commercial environment and managing Welsh Governments relationship with public and private sector stakeholders to maximise the positive impacts of investment. The post holder needs to be an experienced leader, built environment professional and a construction expert with significant experience in the management and delivery of complex construction projects. The post holder requires excellent knowledge of contract law, possess commercial negotiating skills and must operate credibly at senior level both within Welsh Government and with external stakeholders and must demonstrate sound judgement and be confident in communicating at Board level and with Ministers. Lead on the delivery of a programme of key strategic capital construction and infrastructure projects from inception to completion in accordance with the agreed business plan, promoting high quality standards of both design and construction using best available techniques and sustainability principals. Provide expert professional advice and an outstanding problem-solving service to internal clients, including advice on private sector led development/ investment proposals that enable businesses to invest and grow in Wales. Provide leadership advice and support to the Property team on commercial procurement / processes, forms of contract and contract law. Person specification The work of the Property Infrastructure Division is of critical importance in ensuring the Welsh Governments Programme for Government meets its challenging Mission to deliver economic resilience and reconstruction, supporting the development of new industries in Wales, meeting the challenge of climate change and delivering positive economic outcomes for all parts of Wales. The post offers an outstanding opportunity to design, develop and implement proposals for some of the largest and most transformative regeneration/ development projects in Wales. Some travel across Wales and the UK is expected including the need for some overnight stays. A full valid UK driving licence is necessary as relying on public transport may be difficult.
