Blackburn with Darwen Borough Council are on the lookout for a candidate to fill the Head of Finance position. They are looking for someone to work across the Adult and Health and Children’s Services Directorate with the primary purpose of leading and managing financial services, performance development, quality monitoring, and business governance support for the adult’s portfolio, ensuring the delivery of services within the area of responsibility of the post. The successful candidate will deliver all aspects of the Finance function for ASC including strategic financial advice, financial management of the Adults Commissioning budget, Better Care Fund pooled budget, grant returns, PH Grants, service user financial assessments, and management of all transactional services and corporate appointee/deputyship services on behalf of the Strategic Director for Adults & Health. Blackburn are looking for a qualified, talented, motivated, experienced, and enthusiastic accountant to join the Adults & Health Directorate and take responsibility for leading their Adult Care Finance and Performance teams.
This is a great opportunity for an experienced Local Authority finance professional with the right value base and preferably Adult Social Care experience, to join their senior leadership team and help take their services to the next level.

The post holder is required to hold a professional accountancy qualification.
Able to demonstrate substantial leadership experience at a senior level within a complex organisation.
Able to demonstrate the high level of “know how” and skills required to:

2. Effectively manage the significant day-to-day challenges of the role.
3. Achieve continuous improvement in performance, encouraging innovation and appropriate challenge to the status quo.
4. Ensure a strong customer focus and value for money ethos throughout the service.
Able to take an entrepreneurial approach, identifying and exploiting opportunities, with a broad understanding and appreciation of markets and commercial practices.
Able to demonstrate evidence of commercial awareness and sound financial management skills.
A modern approach to people management, demonstrating an effective balance between direction, empowerment, and assertiveness.
Able to manage and deal with poor performance affecting the efficiency of the service to deliver upon its objectives.
