DIO Finance Assurers manage and review the value for money aspects of business cases and confirmation that financial values quoted in BCs are traceable to supporting tenders and cost models. This involves the provision of advice and guidance on VFM and undertaking assurance and scrutiny of business cases that meet the agreed criteria for Financial Scrutiny Decision Report (FSDS) involvement.
DIO Finance operates a flexible working model whereby individuals may be required to transfer to another role. This may be in response to critical vacancies or for the individual’s personal development. These moves will not require a change to an individual’s duty station.
This position is advertised at 37 hours per week.
Job description
Senior Executive Officer’s within Financial Scrutiny and Approvals team deliver support to the business assisting in correctly following the approvals process and undertaking review of cases where the value, complexity and potential implications are appropriate to their grade. Focussing on the financial and economic cases providing a balanced, impartial view covering the financial perspective and drawing upon other functions and external stakeholders in relation to the broader case to enable informed decision making. Undertaking approvals within their delegated financial authority. Documenting internal processes, clearly communicating the appropriate documentation required and providing support and guidance. Providing secretariat support to internal investment committees and ensuring the required documentation is provided in a timely manner.
* Delivering support, advice, building and promoting knowledge of the financial and economic cases within the Business Case and Investment Appraisals within the Business and finance workforce. Undertaking the financial scrutiny of Business Cases (BC) / Investment Appraisals (IAs) in support of your line management and Finance Leadership Team.
* Ensuring adherence to standards as outlined within internal MOD guidance (Joint Service Publication (JSP) 655 – Defence Investment Approvals/ JSP 507 – Investment Appraisal and Evaluation Overview/ JSP 892 – Risk Management).
* Clearly explaining the rationale for processes, ensuring that complex aspects are understood by all stakeholders and that benefits are highlighted to support compliance and meet the required standards.
* Engaging and collaboratively working with Finance Business Partners, communicating on key aspects of financial scrutiny and approval activity in support of their area(s) of responsibility.
Qualifications and Experience:
Desirable: Working towards Level 4 Qualification – AAT or Certificate level CCAB/CIMA and Financial experience over an extended period.
