Long Marston Rail Innovation Centre
Porterbrook is on an exciting journey at the Long Marston Rail Innovation Centre (RIC) in Warwickshire, and we’re looking for outstanding people to be a part of our team at the 135-acre site. We’ve made huge investments here that will see Long Marston RIC play a pivotal role in the future of the UK’s railway, as an exceptional facility to test and trial new traction technologies, securely store rolling stock and provide training in a live environment. The UK’s first hydrogen-powered passenger train was built and is being tested by Porterbrook here, and we’re also the home of the country’s largest outdoor rail exhibition, Rail Live.
Our small, close-knit and passionate team based at the site ensure that everything runs smoothly across Long Marston RIC each day, and we have some exciting opportunities to join them.
Key Responsibilities
Role Purpose: To support the Long Marston Rail Innovation team with the safe mobilisation and continued delivery of rail operations and site activities through the development and implementation of risk-based systems and assurance processes.
Creating a culture of safety and sustainability which is deeply embedded across all aspects of the site including Porterbrook operations, contractor activity, and for those visiting the facility.
1. Champion the development of a safe culture on site in line with Porterbrook vision and values.
2. Develop and implement site Health and Safety procedures, along with safe methods of working to ensure continued compliance with applicable health and safety legislation, and relevant industry standards.
3. Develop and maintain a suite of risk assessments to cover the range of activities carried out on site (rail and non-rail).
4. Identify health and safety training needs, ensuring that the staff have the relevant levels of accredited competence to fulfil their roles. This includes organising appropriate training in conjunction with the Learning and Development Manager.
5. Safety Management of 3rd Party Contractors – including CDM compliance (where applicable), review and sign off of RAMS, and issue of site work permits.
6. Investigate all site accidents/incidents and near misses, ensuring that the company close call process is embedded.
7. Carry out site safety inspections (planned and unplanned) ensuring that the results are recorded and all open actions are closed in a timely manner.
8. Carry out site safety audits – including periodic audits of site tenants ensuring that the results are recorded and all open actions are closed in a timely manner.
9. Implement and manage health and safety actions/recommendations tracking ensuring that the results are recorded and all open actions are closed in a timely manner.
10. Produce a monthly site health & safety report which includes site related Health, Safety, and Environment Key Performance Indicators (KPIs).
11. Develop Health and Safety alerts, bulletins, notices, ensuring that these are read and understood by all staff employed at the site and regular site users.
12. Carry out health and safety briefings and toolbox talks on a monthly basis as a minimum.
13. Develop, implement and maintain the site Environmental Management System (EMS), to achieve and ensure continued certification to ISO14001:2015.
Skills, Knowledge and Expertise
Qualifications
* Nebosh General Certificate or equivalent (Essential)
* ISO 9001:2015, 14001:2015 or 45001:2018 internal auditor (Desirable)
* Trained risk assessor (Essential)
* Trained accident investigator (Essential)
* Behavioural Based Safety training (Desirable)
Knowledge
* Good knowledge of rail and depot operations.
* Conversant with relevant Health & Safety Legislation and Rail Industry Standards.
Key Skills
* Safety management experience in a safety critical industry (preferably within rail engineering/operations depots).
* Development of Health & Safety, Quality and Environmental management systems.
* Mobilisation of new sites/operations.
* Demonstrable experience of delivering a positive and sustaining safe delivery culture in an operational environment.
