At APCOA, we are not just managing parking spaces – we’re pioneering the future of urban mobility and smart city solutions. With a presence in 12 countries, over 12,000 locations, and more than 50 years of operational leadership, we are Europe’s largest parking and mobility services provider.
And now, we’re entering a bold new chapter.
With the launch of our newly formed Group HQ in West London, we are transforming from a collection of high-performing local business units into a truly enterprise-led, future-fit organisation — one that retains its entrepreneurial spirit while unlocking the power of scale.
Job Description
This is a unique and high-impact opportunity for an experienced HR professional to join as Head of Enterprise – Talent and Learning & Development, reporting directly to the CHRO. The role demands a leader with a strong passion for people development, a strategic mindset, and the ability to translate ideas into enterprise-wide execution.
You will be responsible for building and embedding core HR capabilities across Talent, Succession, Performance, and Learning & Development – acting as a trusted HRBP to key C-suite leaders at the Group HQ in West London. The ideal candidate will thrive in a decentralised and evolving environment, building HR infrastructure that is scalable, agile, and future-ready.
Key Responsibilities:
1. Succession Planning & Talent Management
* Design and implement enterprise-wide succession planning frameworks, tools, and processes that ensure leadership continuity and depth.
* Lead talent identification and calibration processes, partnering closely with senior leaders and HRBPs.
* Drive a culture of proactive talent development, ensuring we are building future capabilities at speed and scale.
2. Performance Management
* Shape and evolve APCOA’s performance management strategy, driving alignment between business outcomes and people performance.
* Implement simple, agile, and data-driven performance processes, with continuous feedback at the core.
* Equip leaders with the tools and mindsets to foster high performance and accountability.
3. Learning & Development
* Lead the development of a learning organisation where growth, upskilling, and innovation are embedded into the culture.
* Design and roll out enterprise learning programs with clear pathways for leadership, technical, and cross-functional development.
* Leverage internal and external learning platforms to scale development at all levels.
4. Strategic HR Business Partnering
* Operate as a key HRBP to the Executive Leadership Team, advising on talent, organisation design, and leadership development.
* Bridge the gap between decentralised business units and enterprise HR strategy, ensuring alignment and consistency in execution.
5. Enterprise HR Capability Building
* Lead the design and rollout of enterprise-grade HR processes that enable simplification, scalability, and long-term sustainability.
* Build and evolve HR frameworks in a start-up-like environment, focusing on transformation, digital enablement, and value creation.
Key Personal Traits:
* Passion to Win: A strong internal drive to build world-class people capabilities that deliver measurable business results.
* Agile Approach: Comfortable with ambiguity, quick decision-making, and working iteratively in complex, fast-changing environments.
* Authentic Leadership: Builds trust and credibility across all levels; leads with integrity, transparency, and empathy.
* Inspiring Presence: Able to influence, energise, and rally people behind a shared purpose.
* Results Orientation: Focused on outcomes with a strong track record of execution and delivering impact.
* Innovative Mindset: Challenges the status quo and seeks smarter, simpler, and scalable ways to drive performance.

Experience
* Minimum 15 years of HR leadership experience, ideally across multiple sectors and geographies.
* Proven track record in enterprise-level talent, performance, and L&D strategy and execution.
* Experience operating in both corporate and entrepreneurial/start-up environments.
* Strong stakeholder management and influencing skills, especially at the Executive/C-suite level.
* A champion for HR transformation and simplification in complex, decentralised settings.
