The Transformation Manager will be responsible for leading and implementing complex, and multi-faceted transformation and incremental change projects, which are designed to improve efficiency, service delivery, and cost-effectiveness. Key responsibilities of the Transformation Manager will include: Leading a programme of transformation priorities, utilising project/ programme management principles. Driving change within and across the Council to deliver identified strategic outcomes. Leading and overseeing the development of business cases, project plans and all associated project documentation to ensure a standardised approach to project-based deliverables. Supporting and directing project teams and ensuring that transformation initiatives are delivered on time, within budget, and to a high standard. Providing line management for Transformation Officers and wider internal and external colleagues. Developing the Councils statutory Annual Report on prior year performance, and the Performance Improvement Plan and manage/ review the service planning process that drives this. Developing, implementing, and continuously improving performance management arrangements. Developing and monitoring the Business Continuity Strategy. Preparing routine and bespoke reports as required for senior management, elected members and other stakeholders. Monitoring and evaluating the impact of the transformation to ensure that they are delivering the expected benefits (including post project evaluations). Collaborative working with colleagues across local government and beyond. SERVICE AREA RESPONSIBILITIES In conjunction with the Head of Service, to develop and implement a service unit business plan, and relevant policies and procedures in support of the Corporate Plan. To maximise performance across the service unit including effective implementation of individual performance management processes. To manage and review team members performance with the aim of development of skills and knowledge. To ensure the effective management of financial, human and physical resources and associated budgets in the delivery of the service. To comply with, and ensure that other staff comply with, Councils policies and procedures including those relating to health, safety, wellbeing and safeguarding. To promote equality and diversity across all service areas through clear leadership, effective policy implementation and demonstrating appropriate behaviours in line with Council values. To work closely with the Head of Service to ensure the conduct of regular inspections across the service units facilities. To implement an agreed planned maintenance programme to ensure that facilities are of an excellent standard. Through the Head of Service, to liaise with the Procurement Manager to avail of legal services contracts in place for use. To work towards the achievement and/ or retention of quality standards and/ or standards of excellence and strive for continuous improvement. To meet set governance obligations, including legal, audit, procurement and financial regulations. To implement the agreed communication methodology your service unit. To ensure service unit specific performance indicators are effectively developed, measured, monitored and reviewed to ensure continuous improvement. To produce relevant management information as required by the Head of Service. To be available out of hours as necessary as part of the emergency planning response team. To ensure compliance with Councils contracting, tendering and quotation systems/ procedures and ensure effective contract management within the service unit. To review and update the service unit risk register. To assist the Head of Service to prepare annual estimates of capital/ revenue expenditure and income within the service unit. To undertake investigations as investigating officer, when requested by Employee Relations. To carry out all specified, and any other relevant, duties to the highest of professional standards, protecting the reputation and ensuring the integrity of the Council at all times. PERSON SPECIFICATION The person specification provides information on the qualifications, experience, knowledge and skills required to perform the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process. QUALIFICATIONS ESSENTIAL Either Degree or equivalent in a relevant subject area. Or 5 years relevant experience as outlined below. DESIRABLE Recognised project management qualification EXPERIENCE ESSENTIAL 3 years experience in each of the following areas: Project and programme management from inception to completion, including a thorough understanding of project management methodologies. Leading and implementing continuous improvement both at a service and organisational level. Leading/ managing teams of staff in complex or challenging change processes Exercising influence across a range of stakeholders, including managers senior to the post-holder. KEY SKILLS & ABILITIES ESSENTIAL Understanding the role of local government (and its partners) and the challenges facing the sector. Ability to manage a team effectively. Ability to prioritise and manage conflicting work demandswithin challenging deadlines. Financial management. Project management/ business improvement processes. Competent in the use of Microsoft Office 365 and applications.
