1. To support the Structures Capital Lead and deputise as necessary in the delivery of the Welsh Government’s annual programme of highway structures schemes, including investigations, assessments, designs, and construction projects across the Trunk and Motorway network in South Wales in accordance with the Welsh Governments requirements. 2. To act as one of the Agent's technical experts for highway structures schemes and related issues. 3. To support the Structures Manager and the Structures Capital Lead in the direct management of the Structures Team ensuring effective co-ordination, programming and contract administration of all projects on the network to ensure compliance with the Welsh Government's requirements. 4. To manage, coordinate and in some cases directly undertake highway structures maintenance schemes ensuring compliance with Welsh Government policies and procedures, SWTRA quality management processes, and current standards. Responsibilities I. To manage Agent highway structures projects on behalf of Welsh Government, via a network of framework suppliers, with due regard to ensuring delivery to cost, time and quality requirements. II. To implement, manage and review policies and procedures for the inspection, maintenance, upgrade and improvement of the Welsh Government’s motorway and trunk road structures assets. III. To act as one of the Agent’s technical experts on highway structures schemes and related issues. IV. To provide technical expertise and be responsible for the delivery, management and administration of the structures assessment, design, maintenance and renewal programmes, both directly and through service providers. V. To manage the performance of the service providers via NEC contacts in the delivery of reports, studies, inspection, maintenance, design and construction services. VI. To assist in the management of a team of senior engineers, technicians, graduates and apprentices to ensure successfully delivery, effective coordination, programming and contract administration of all Highways and Structures related projects on the network to ensure compliance with the Welsh Government’s requirements. This is to include mentoring, educational and professional development. VII. To assist with the delivery of Welsh Government's annual programme of highway structures inspections and maintenance via in-house inspection teams and service providers. VIII. To develop and review processes to ensure that allocations are utilised efficiently and effectively, and that works are delivered to time, cost and quality, without undue public or media reaction. IX. To manage and approve the submission of reports and scheme information through the Welsh Government’s Value Management process. X. To liaise and provide technical advice to the Area Operation Teams, Network Control Centre Team and Service Providers to maintain the existing highway assets and deliver programmes of works that comply with the Welsh Government’s network occupancy strategy. XI. To liaise with key stakeholders on all motorway and trunk road related matters including road users and the general public, Welsh Government Officers, local highway authorities, service providers, consultants, public bodies, statutory undertakers and contractors XII. To oversee the data management function of Welsh Government’s Structures Management System, including collecting and updating the structures inventory. XIII. It is the responsibility of every employee within the South Wales Trunk Road Agency to comply with the Health and Safety, environmental and quality policies as defined within the SWTRA Integrated Management System.
