The role is initially offered on a fixed term contract until 31st March 2027. Continuation beyond this point will be subject to on-going contract discussions between DMHA and the Devon ICB Commissioner/Programme Director for the Mental Health Provider Collaborative.
The role can be based at any DMHA location in Devon. These are currently Barnstaple, Exeter, Torquay and Plymouth. Regular travel across Devon combined with online working will be a feature of this role.
ABOUT THE DEVON MENTAL HEALTH ALLIANCE (DMHA)
The DMHA is a partnership of 6 VCSE organisations working across Devon (Improving Lives Plymouth, Devon Mind, Rethink, Shekinah, Step One Charity and Exeter Colab) that have been commissioned as the strategic partner of the NHS One Devon Mental Health Provider Collaborative (Devon Partnership Trust and LiveWell South-West) since February 2022 to support wider system transformation work, initially as part of the Community Mental Health Framework.
The DMHA takes a system lead role for engagement of the wider voluntary sector and for delivering key services. Currently these include the delivery of a county wide team of 21 FTE Recovery Practitioners working through the local Multi-Agency Teams (MATs) delivering both one to one and group work interventions for people with enduring Severe Mental Illness (SMI), community development activity to support capacity and the flow of people with SMI through statutory and community based VCSE services.
DMHA has also been tasked with the commissioning and contract management of two main psychological intervention programmes delivered by Counsellors South-West CIC andto support commissioning capacity more widely with the VCSE.
It is envisaged the work of the DMHA will continue to further grow and develop quickly with a remit to support change across the Mental Health Provider Collaborative and key statutory and voluntary sector partners across the whole of Devon.
ROLE SUMMARY
To provide senior management support within the programme management function of DMHA, taking a lead on all aspects of performance management, improvement, contract management and identified areas of project management responsibility.
Supporting organisational and system change that assists transformation. Managing the set up and delivery of multiple projects within the overall programme, working with colleagues and subject matter experts to scope, plan design and deliver those projects.
KEY RESPONSIBILITIES
To take the lead in establishing and maintaining effective programme management controls to monitor and analyse performance and impact, identifying emerging needs, monitoring finance expenditure, agreed KPIs and project milestones, quality assurance, data protection and compliance across all areas of DMHA activity.
Evidencing needs based on quantitative and qualitative feedback from a range of management systems within the DMHA and partner organisations to inform ongoing service development and business development activity.
Responsible for driving continuous improvement activities and monitoring the execution of agreed improvement action plans.
To take a lead on project managing identified DMHA Projects as required.
To support all areas of DMHA programme management functionality as required, including deputising for the Programme Manager in identified forums.
KEY TASKS
Performance
To take an overall lead in monitoring and analysing the performance and impact of core Alliance activity (e.g. Recovery Practitioner delivery, Community Development activity etc) Plus any additional core activity, additional project income streams and any Alliance sub-contracted services (e.g. Psychological Interventions).
Develop and present performance reports for all identified projects (written, digital and verbal) for DMHA contract review meetings, ALT sub-groups and various System work groups.
Preparation and compilation of monthly Alliance Leadership Team papers (incl. progress reports; budget monitoring; risk management etc.) – in conjunction with the Chair and Programme Officer.
Quality guidelines
In partnership with the Alliance Clinical Psychologist support the Alliance Management Team by drafting approved quality guidance (case referral and management guidelines) for expectations of delivery including eligibility/identification, referral, assessment, intervention planning, exit planning, recording, data storage and security, reporting templates, safeguarding, performance and quality practice (inc auditing requirements for file dip sampling, practice observations, supervision, training and associated process and policy for safeguarding, complaints, risk, etc.)
Compliance
Ensuring that best practices and procedures underpin all DMHA programme delivery.
GDPR and IG
Take a lead on information governance for the Alliance, exploring opportunities to integrate management information systems inc Alliance partner MIS, NHS System1, DCCR, JOY App, etc.
Project Management Tasks
Take a lead on identified projects in terms of business development, marketing, sub-contracting and new service implementation as required to support programme activity.
Sub-contract management
Undertake contract review meetings for sub-contracted services e.g. Counsellors South West CIC plus others when added in due course.
Meetings
Attend and report into the Monthly Alliance Leadership Team meetings as required. Attend and report into the quarterly Quality Assurance, Finance and Community Development sub-groups.
Risks
Identifying and tracking overall risks, issues and actions and responsibility for driving them to resolution.
Finance
Budget monitoring and management
Relationship Management - Serve as a DMHA representative at identified strategic and operational levels, effectively communicating successes, challenges and developments.
Networking, managing and building relationships with new and key stakeholders to develop strategic relationships across Health, Social Care and VCSE systems.
Other
To take on any other tasks consistent within the role and the requirements of DMHA and ILP activity.

PERSON SPECIFICATION
QUALIFICATIONS
* Educated to at least graduate level.
* Educated to Post Graduate and or master’s degree level.
* Professional qualification in Health, Social Care, Education or Justice sectors
* Project Management qualification in Prince 2, MSP, Agile or APM
EXPERIENCE
* Significant experience of undertaking a similar role within a system-based environment in the health, social care, education or justice sectors.
* Experience of working with VCSE organisations at a senior level
* Demonstrable high level project management roles in a similar environment
SKILLS
* Excellent analytical skills with the ability to develop and interpret complex data and performance reports, identifying trends and needs and making recommendations at a senior management level.
* High level report writing skills.
* Ability to present in strategic forums.
* Ability to make sound judgements in the absence of clear guidelines.
* Highly I.T. literate across a range of programmes and digital applications
* Ability to communicate complex and sensitive information clearly across clinical, management and front-line staff teams.
KNOWLEDGE
* In depth understanding of quality systems and effective practice in health and social care or similar environments.
* Understanding of current policy across Mental health and the Community Mental Health Framework
* Understanding of the current NHS provider collaborative partners (Devon Partnership Trust and LiveWell South-West)
* Understanding of the VCSE core partner agencies in the DMHA and more widely of key VCSE organisation across Devon, Torbay and Plymouth.
