Here at Serco, we’re looking for a Health, Safety and Environment (HS&E) Manager to join our team as a Subject Matter Expert (SME) on our Asylum Accommodation and Support Contracts (AASC), where we offer a range of improvements, with particular focus on assisting individuals through the asylum system. You will provide high quality, competent and specialist HS&E support to the site deliver a service in accordance with our Service level Agreement. Working alongside others HS&E team members, providing regulatory guidance and functional leadership in the selected part of the business, supporting it to achieve improvements in performance, leading industry sector best practice forums, enhancing our reputation and ensuring HS&E compliance with both Serco Group, Divisional and key regulatory requirements. The holder will lead on the design and implementation of a risk-based training schedule and HS&E Management Assurance plan as well as the deliverance of a robust reporting process that allows predictive assessment of potential health, safety and environmental related failures. Supporting the business as a whole, ensuring that our customers and those affected by our operations do so in a safe, healthy and environmentally responsible and acceptable manner.
What you’ll need to do the role
First and foremost, a real passion and desire for Health & Safety. You should belong to a related professional organisation at an appropriate level - the preferred level being graduate or chartered member of IOSH (or equivalent), and have experience in operating within regulated workplace environments and have an appropriate qualification in Fire Risk Assessment / Management. You should be maintaining CPD or working towards this. Your technical and professional knowledge will incorporate the following accountabilities:
1. Demonstrate flexibility and willingness to expand professional knowledge into other technical areas.
2. Should be able to demonstrate enthusiasm for HS&E, and evidence self-motivated and drive to make a difference.
3. Have excellent communication skills – both verbal and written.
4. Should be able to manage workload and prioritise according to risk.
5. Be prepared to make decisions and be held accountable for those decisions.
6. Be familiar with the adoption of HS&E management policies, standards, processes and procedures.
7. Have a good understanding of management systems, and relevant HS&E requirements such as OHSAS /ISO etc.
8. Be the main functional and specialist point of contact within identified contracts, promoting and driving the adoption of all services identified within the SLA.
9. Support all local Operational staff in the development and maintenance of the HS&E controls to ensure the implementation of appropriate management systems.
10. Liaise with local customers and third party organisations as necessary.
11. Provide specialist support to bid development on request and assist in the phase-in and phase-out of contracts.
12. Provide Contract Management and Operational Managers with timely and appropriate management information and reports on relevant HS&E activities.
13. Monitor performance, prompt local action, and encourage the delivery of strategic objectives and targets.
14. Ensure that all incidents, accidents and other HS&E data and information is entered on relevant enterprise applications. All information to be timely entered and accurate in accordance with agreed reporting procedures.
15. Provide feedback on service performance to the BU HS&E Director or lead and/or Operational Business Unit Lead.
16. Support or lead accident/incident investigations as required.
17. Assist, support and help to maintain essential contract compliance documentation and ISO certification and co-ordinate compliance audits (undertaken by others) on nominated sites as per the agreed risk-based audit plan to ensure compliance with regulatory and other requirements.
