As a principal planning enforcement officer within Enfield Council, you will:
1. Lead, manage and motivate a team and ensure compliance with performance targets.
2. Make decisions for the Council under the Assistant Director’s delegated powers in respect of determining planning enforcement matters for residential and commercial development, conservation areas, listed buildings, green belt land, shop fronts, advertisements, works to trees, untidy land or such other matters as may be required by the Assistant Director.
3. Meet the objectives of the Planning Enforcement Team in maintaining, regenerating, and improving the environment of the Borough by the implementation of the Council’s Local Development Framework, the Core Strategy, the Mayor’s London Plan and other, national and local planning policies.
4. Direct a team in meeting the objectives of the Pollution Control, Planning Enforcement team to provide an efficient, effective and value for money service, while helping to deliver the aims and objectives of the Pollution Control, Planning Enforcement Action Plan through flexible and effective enforcement, tactics and operations.
Key Accountabilities:
1. Taking decisions for the Council under the Assistant Director’s delegated powers, as outlined in key areas for decision making, including investigating alleged breaches of planning control, authorising formal Notices, closure of cases, or any other matters directed by the Head of Technical Support and/or Head of Planning & Building Control.
2. To assess all type of planning and associated matters including site visits, consultation, negotiation, written report and negotiation, to agreed timescales and in particular, to take a lead role in processing major planning enforcement matters in the specific area including dealing with negotiations on behalf of the Local Planning Authority and preparing reports.
3. Provide direction, training, and management to a team of planning enforcement officers and taking responsibility and accountability of all performance related issues which arise.
4. Advising enforcement officers to carry out any required action to regularise breaches of planning control within agreed deadlines.
5. Responsible for acting as lead officer with multi-agency partners and cross functional development teams to address harm and impact to individuals, the street scene and the wider area, bringing forward major development schemes on behalf of the Council and external applicants ensuring seamless approach and delivery of projects to agreed deadlines.
6. Provide expertise in all issues related to land use planning which includes leading consultation with interested parties and incorporation of their views in the assessment process.
7. Monitoring compliance with abatement notices, stop notices, enforcement notices, breach of condition notices, section 215 notices and producing witness statements for the service of summonses.
8. Responsible for dealing with planning enforcement appeals in their area and acting as the Council’s expert witness at Public Inquiries, Informal Hearings and Court Hearings, particularly where complex planning issues require a high level of experience and expertise.
9. Attending and supporting/deputising the Head of Technical Support and/or Head of Planning & Building Control role at meetings, briefings and Members site visit meetings as required advising on any planning issues arising from major development projects within their team.
10. Providing the Council’s expertise when giving advice to developers and dealing with planning enquiries from agents, applicants, and the public.
11. Representing the Authority in external meetings, public inquiries and defending the Authority against cost applications as well as informing Councillors and MPs on planning matters.
12. Respond to formal correspondence on planning enforcement issues from MPs and Councillors, and corporate complaints relating to the planning enforcement process.
13. Organising and monitoring of personal workload as well as team members workloads and adhering to agreed timescales and procedures.
14. Maintain an up-to-date knowledge of planning practice legislation, policy, and trends.
15. Any other duties reasonably requested by management.
16. Carry out all accountabilities in compliance with the Council’s Policies and Procedures.
Essential Job Specifics – Skills, Experience and Competencies:
1. Experience of dealing with complex planning enforcement matters within a local authority or private sector setting involving effective management of caseload, tasks and deadlines, and ability to produce detailed and analytical reports.
2. Experience of leading and/or handling the full range of enforcement appeals including those determined by public inquiry and or criminal courts; ability to support the Councils position through provision of detailed appeal statements, and evidence, and acting as the Councils expert witness.
3. Proven ability of working collaboratively across other services and with stakeholders / partners to achieve successful and cost-effective outcomes.
4. Experience of leading, directing and supporting individuals/ a team using a range of management techniques, showing initiative, commitment, and strong performance ethics.
5. Proven ability to communicate effectively at all levels within an organisation, including public speaking and, presentation, establishing and managing effective and positive relationships within the Council and the wider community, particularly where conflicting demands exist.
6. As a regular and intrinsic part of this role required you to speak to members of the public in English, the ability to converse at ease, politely and courteously with customers and provide advice in accurate spoken English is essential and consistent with the requirements of this role.

2. An understanding of the health and safety requirements applicable to a frontline enforcement service.
